Position: Financial Manager (At-Will) - Registry

JOB SUMMARY

Manage administrative support functions and manage accounting functions, financial information, budgets, grant compliance reporting, and inventory under limited supervision.

This position is not covered under the Pinal County Merit System. Incumbents in this position serve at the pleasure of their respective Appointing Authority. The employment relationship of incumbents in this position is "at will"; the employee may be terminated at any time, for any reason, with or without cause.

TYPICAL

CLASSIFICATION ESSENTIAL DUTIES
  • Oversee accounts payables, accounts receivables, payroll and budgeting.
  • Oversee administrative functions, monitor operations, analyze anomalies and trends, resolve problems, and recommend system improvements.
  • Prepare budgets for new and existing grant programs, verify expenditures are in compliance with funding agency standards, and maintain files and records on grant program, agreements, and contracts.
  • Review financial information, assure fund integrity, and prepare reports for funding agencies.
  • Manage accounting operations, review and reconcile transactions, special funds, and financial activities.
  • Monitor and review accounting documents for accuracy, completeness, and compliance with Federal and state regulations, funding agency standards, and county policies and control practices and monitor, project, and approve expenditures and revenues.
  • Manage staff, screen and assign workload, plan, prioritize, and assign tasks and projects, train staff, monitor work, evaluate performance, and review the work of staff to assure the work quality and timely completion of assigned duties and responsibilities.
  • Review financial and accounting records, assure information is complete and accurate, and assist with audits.
  • Prepare and compile a variety of budget and statistical reports to include salary projections, revenue, and expenses.
  • Allocate resources by determining which funding source is used for payroll, and office supplies, etc.
  • Reconcile certified paper and ensure voided paper is accounted for and shredded.
  • Verify monies received are accurate and accounted.
  • Provide administrative direction, leadership, and policy guidance and coordinate efforts of related activities toward the achievement of objectives, goals, and priorities.
  • Develop staff skills and conduct performance evaluations.
  • Oversee accounting, budget, grants administration, payroll, purchasing, accounts receivables and ensure all revenues and expenditures are properly accounted.
  • Ensure the completion of the annual budget.
  • Review and revise financial policies, streamline processes, and advise on accounting problems, policies, and procedures.
  • Provide various financial reports.
  • Represent in various meetings and coordinate activities with other departments, outside agencies, and related organizations.
  • Manage the preparation of the annual operating and capital budgets.
  • Maintain absolute confidentiality of work-related issues, customer records, and restricted County information.
  • Perform other related duties as required.
MINIMUM REQUIREMENTS TO PERFORM WORK
  • Bachelor's degree in Accounting, Finance, Economics, or related field.
  • Five (5) years of accounting, financial management, economics, or related experience.
  • Or an equivalent combination of relevant education and/or experience may substitute for the minimum requirements.
Preferred Qualifications
  • Masters of Science Degree in Finance.
  • Two (2) years HUD based GAAP compliant accounting programs.
  • Professional certification as a Certified Public Accountant (CPA).
