Associate OSHA Officer

Responsibilities

• Act as Unit Training Coordinator. Schedule and conduct monthly safety meetings and the employee orientation program. Provide training to unit employees on topics including Bloodborne Pathogens, Chainsaw, Confined Space, CPR, PPE, Excavation, Fire Extinguishers, First Aid, Forklift, Lockout/Tagout, Flagging, Work Zone Safety, Hazard Communication, Spill Prevention and Control, and other Safety and Environmental measures in accordance with Department Policies and the Employee Safety Manual.
• Inspect maintenance facilities for OSHA compliance and Department guidelines on a routine schedule in accordance with Agency policy; ensure Maintenance operations comply with DHEC, OSHA and SCDOT rules and regulations.
• Serve as Unit Environmental Control Coordinator, Spill Coordinator, and member of the SPCC and SWIPP Teams. Perform inspections, trainings, maintain records, and submit reports in a timely and professional manner. Coordinate storage and disposal of all used and hazardous waste. Monitor and promote the unit recycling program. Coordinate with DHEC, EPA, and other inspectors and follow up on cleanup projects. Conduct routine inspections and site evaluations and document findings with detailed recommendations to supervision.
• Review maintenance activities for compliance with OSHA and Department safety procedures and make recommendations to Resident Maintenance Engineers and crew supervisors.
• Investigate workers’ compensation claims and coordinate First Report of Injury. Investigate all accident and damage claims. Maintain OSHA and Department paperwork including OSHA logs, vehicle accident reports, damage claims, and related items.
• Coordinate Hazard Communication Programs and maintain all Safety Data Sheets in accordance with Department and OSHA policies.
• Maintain all necessary documents and records related to training, environmental, and safety in accordance with Department policies.
• Inspect all fire extinguishers monthly and coordinate a comprehensive inspection by a third party on an annual schedule.
• Perform office-related duties such as answering telephones, radio communications, and processing requests.
• Utilize data from First Reports of Injury, Vehicle and Equipment Accident Reports, and the Risk Management Database to develop, implement, and evaluate Occupational Safety and Health Programs.
• Assist with emergency and inclement weather operations, which may include extended hours and/or 12-hour shifts.

A high school diploma and two (2) years of experience in occupational safety or industrial hygiene programs. A bachelor’s degree in public health or a related field may substitute for the required work experience. A valid Motor Vehicle Operator's license is required.

The physical demands for the essential functions include bending, stooping, reaching, twisting, climbing, balancing, kneeling, pushing, pulling, and grasping; the ability to physically manipulate objects of varying size, shape, weight, and material. Must be able to lift up to 50 lbs. May be required to work outside the normal scheduled work week, especially during inclement weather and/or other departmental-related emergencies.
