The Town of Chapin is seeking qualified applicants for the position of Compliance Officer. This position reports directly to the Mayor and serves as a key support role in the execution of municipal compliance, regulatory oversight, and business-related functions. The Compliance Officer also provides operational and field assistance to the Director of Planning & Zoning as needed to support planning, zoning, land-development, and regulatory responsibilities.

This position plays a vital role in maintaining consistent enforcement of Town ordinances, supporting business development and community relationships, and ensuring fair and transparent regulatory practices.

Essential Duties and Responsibilities
  • Reports directly to the Mayor and carries out assignments, directives, and special projects as determined by the Mayor.
  • Provides compliance oversight, business outreach, and regulatory support on behalf of the Mayor.
  • Assists the Mayor in addressing citizen concerns, business-related issues, and enforcement priorities.
  • Assists the Director of Planning & Zoning with zoning compliance, field inspections, development reviews, and enforcement actions.
  • Conducts site visits, documentation reviews, and compliance checks to support planning and zoning operations.
  • Provides technical, clerical, or research assistance for Planning Commission and Board of Zoning Appeals matters.
  • Conducts investigations, inspections, and compliance reviews related to zoning, land-use, business licensing, property maintenance, signage, and municipal ordinances.
  • Issues notices of violation, prepares enforcement correspondence, and assists in coordinating corrective actions.
  • Reviews business licenses, permits, and development-related submissions for regulatory compliance.
  • Maintains accurate records of inspections, violations, enforcement actions, and compliance activities.
  • Serves as a primary point of contact for business owners and maintains positive relationships with the business community.
  • Coordinates with commercial organizations, chambers, and county partners as directed by the Mayor.
  • Prepares written reports, compliance summaries, and recommendations for the Mayor and Town leadership.
  • Participates in public meetings, workshops, and hearings as required.
  • Performs other duties as assigned.
Minimum Qualifications
  • Associate degree or higher in public administration, criminal justice, code enforcement, planning, business administration, or a related field.
  • Minimum of two (2) years of experience in code enforcement, zoning compliance, inspections, business licensing, or related governmental work.
  • Knowledge of municipal ordinances, enforcement practices, and regulatory procedures.
  • Strong communication, customer service, and conflict-resolution skills.
  • Ability to pass a comprehensive background check.
Preferred Qualifications
  • Bachelor’s degree in public administration, planning, business administration, or a related field.
  • Code Enforcement Certification (ICC or comparable) or the ability to obtain certification.
  • Experience in small-town or fast-growing municipal environments.
  • Experience interacting with business owners, developers, and community groups.
Knowledge, Skills, and Abilities
  • Ability to interpret and apply municipal ordinances, zoning codes, licensing requirements, and property maintenance standards.
  • Skill in performing inspections, documenting violations, and preparing accurate records.
  • Strong interpersonal and public communication abilities.
  • Ability to work independently while supporting both the Mayor and the Director of Planning & Zoning.
