Job Purpose

Under direct supervision of the Administrative Sergeant, responsible for administrative duties required of a Telecommunications Supervisor in the TCC. Ensures that the TCC is in compliance with SLED and other established regulations and procedures. Responds to TCC emergencies by being on call 24 hours a day, 7 days a week. Responsible for the operation and maintenance of a secured communications network, which includes radio, NCIC and computer systems;

supervises staff of telecommunications operators. Serves as the TAC for the agency.

Job Responsibilities
  • Provides Telecommunications Operators with the required training as designated by the Supervisor, the agency and/or division director.
  • Serves as the TCC’s primary training officer.
  • Informs subordinates of any changes in regulations and procedures, ensures coverage of TCC.
  • Assists in the development of policies and procedures to cover equipment and dispatch procedures.
  • NCIC duties include ensuring agency compliance with CJIS/SLED guidelines, maintaining NCIC records (certifications, recertification and purging of records), and related activities.
  • Validates records, confirms statuses as a liaison to the community, and serves staff and law enforcement agencies regarding recovery of wanted juveniles.
  • Establishes NCIC protocols and updates as appropriate in the operations of the NCIC terminal and the TCOs.
  • Maintains the Pre-registry Sex Offender account for SLED and ensures compliance with state law.
  • Participates in SLED audits and maintains SLED compliance with the agency.
  • Inspects equipment and ensures proper usage.
  • Provides training for voice and data communications.
  • Assists in the supervision of the installation, testing, maintenance and repair of all communication equipment.
  • Assists in the maintenance and training regarding the Code Lynx m, troubleshoots issues, deactivates IDs of employees who left the agency and sends notifications for separated employees.
  • Coordinates fingerprints and I.D. scheduling, gathers identifying documents for SLED submission, determining eligibility of individuals based on those findings.
  • Plans, schedules and reviews work of subordinate staff, counsels with employees as appropriate.
  • Conducts EPMS appraisal, interviews for new employees, administers corrective discipline, maintains documentation and recommends disciplinary action when needed.
  • Maintains employee information, identification and fingerprint cards.
  • Conducts and oversees the DNA testing and fingerprinting of juveniles.
  • Serves as administrator for the Livescan fingerprinting device.
  • Oversees activities in logbooks, radio logs and NCIC files.
  • Pulls criminal histories and driving records for Public Safety patrol officers and investigators.
  • Maintains and inspects radio logs and NCIC logs; makes documents available for supervisory inspection when requested.
  • Performs the duties of a Telecommunications Operator when needed and other related duties as deemed necessary by a Supervisor, Director of Public Safety and/or the Inspector General.
State

Minimum Requirements

A high school diploma and journey-level work experience in the maintenance and repair of electronic communications equipment, in telecommunications or computer operations. An associate degree in a technical communications discipline may be substituted for the required experience.

Special Requirement

Class IV Telecommunication Operator certification by the Law Enforcement Training Council in accordance with 23-23-40 of the Code of Laws of South Carolina 1976.
