Working Title
Client Intake and Support Specialist / HR Liaison (Career Service) – Division of Blind Services, District 2, Tallahassee (Leon County), Florida.
Job OverviewThis position provides intake services and case management for blind and visually impaired consumers while also serving as the Human Resources liaison for the District office. Responsibilities include preparing and routing hiring packets, scheduling interviews, onboarding new employees, handling HR forms and documents, maintaining personnel records, and supporting administrative functions for the District Administrator and Assistant District Administrator.
Human Resource Liaison Duties- Prepare personnel actions and maintain attendance and leave records in the People First system.
- Serve as timekeeper and manage recommendation packets for new hires.
- Coordinate administrative functions with the District Administrator and Assistant District Administrator.
- Research, gather, and compile data to support district goals.
- Prepare correspondence, travel authorizations, and reimbursement documents.
- Process personnel forms, benefits, leave, disciplinary actions, and separations per state and division policies.
- Assist with onboarding tasks for new employees.
- Process purchase orders and MITs according to state purchasing guidelines.
- Order, track, and report office supplies and expenditures to maintain budget compliance.
- Maintain office inventory, perform annual property inventory, and support IT issues.
- Track and report state vehicle usage, schedule maintenance, and drive the vehicle as needed.
- Provide telephone coverage and process mail according to district procedures.
- Safeguard and monitor district funds, equipment, and resources.
- Gather eye medical and other data for eligibility determinations by Human Services Program Consultants.
- Provide intake services and assist case management activities directed by district administrators and consultants.
- Stay updated on administrative rules and policies to apply them appropriately.
- Offer guidance and assistance to staff, consumers, and the public with high-quality customer service.
- Maintain knowledge of eye conditions, functional impacts, community resources, and rehabilitation services.
- Review applications and referrals, inform applicants of services, and process referrals and applications.
- Use the electronic client information system for case management and data entry.
- Support purchase of services for HSPC, IL Specialists, and Children’s Specialists.
- Collaborate with program consultants on facility case monitoring and closures.
- Provide information and referrals for eligible and ineligible DBS services.
- Accurately enter data into the case information system and generate requested reports.
- Set up case files and maintain correct order of case documents.
- Knowledge of medical and psychological aspects of rehabilitation and employment program processes.
- Understanding of community resources, employment program policies, public procurement, and accounting procedures.
- Basic knowledge of data operations, terminology, and general office equipment.
- Proficiency in computer operation, data entry, and word processing.
- Independent decision‑making and effective communication, both verbal and written.
- Ability to establish and maintain working relationships, plan, organize, and coordinate work.
- Familiarity with State and Federal regulations, program procedures, and the People First system.
- Working knowledge of human resources policies and procedures.
- Bachelor’s degree in a field related to vocational rehabilitation or human resource management, or four years of professional experience in a public vocational rehabilitation or human resources office.
- Master’s degree or additional professional experience (3‑5 years) in a public vocational rehabilitation or human resources role.
- Experience establishing education and experience requirements for workforce needs and individuals with disabilities.
