GOVERNMENT OPERATIONS CONSULTANT II -

This position is a highly responsible professional role located within the Bureau of Preparedness and Response, Administrative Preparedness Section. The incumbent serves as an Administrative Preparedness Specialist assisting with the Public Health Emergency Preparedness (PHEP) and Hospital Preparedness Program (HPP) Cooperative Agreements.

Responsibilities
  • Provide all expenditure justifications to the Office of Budget and Revenue Management (OBRM) for the PHEP and HPP Cooperative Agreements in accordance with federal guidelines, including Schedule C reimbursement and headquarters expenditures; monitor grant expenditures daily to identify corrections needed prior to delivering justification to OBRM.
  • Assist with grant application, reporting, and auditing as requested.
  • Enter quarterly spend plan and reporting data into the federal system Ready Camp for the PHEP Cooperative Agreement, and enter all required data for the PHEP Cooperative Agreement application.
  • Collect Single Federal Award Certifications for BPR’s cooperative agreements on a semi‑annual basis and respond to department audit requests as needed.
  • Serve on the ESF8 3‑deep roster in a designated role during exercises and/or responses.
  • Perform any other duties as required.
Required Knowledge, Skills, and Abilities
  • Knowledge of administrative principles and practices.
  • Knowledge of office procedures and practices.
  • Knowledge of the methods of data collection.
  • Knowledge of the principles and techniques of effective communication.
  • Ability to collect, evaluate, and analyze data related to accounting, personnel, purchasing, or report writing.
  • Ability to prepare correspondence and administrative reports.
  • Ability to understand and apply applicable rules, regulations, policies, and procedures.
  • Ability to utilize problem‑solving techniques.
  • Ability to work independently.
  • Ability to plan, organize, and coordinate work assignments.
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with others.
  • Proficiency in Microsoft Excel.
Preferred Qualifications
  • At least two years’ professional experience in a position requiring detailed data analysis and evaluation.
