Overview
The Department of Children and Families – Contract Management Office seeks a Contract Manager Specialist to oversee Community‑Based‑Care Lead Agency contracts and other social services agreements. This full‑time, 40‑hour work week position is an in‑office role located in Florida.
The role ensures the administrative, fiscal, and programmatic integrity of contracts, enforces state and federal compliance, reviews invoices, provides training and technical assistance, and manages contract procurement, negotiation, writing, evaluation, and closeout activities.
Responsibilities- Prepare, process, and execute contracts, amendments, purchase orders, ITNs, and RFPs.
- Review, develop, and implement policies and procedures to ensure compliance with federal and state rules.
- Advise program offices in contract negotiations and serve as primary liaison on contract terms and amendments.
- Manage contract payments, reconcile provider invoices, and maintain tracking ledgers.
- Monitor allocations, encumbrances, and expenditures and reconcile with FLAIR/IDS for fiscal integrity.
- Respond to special requests from supervisors, administrators, auditors, and other stakeholders.
- Track performance outcomes, evaluate provider budgets and audits, and recommend corrective actions.
- Provide technical assistance on budgeting, financial rule interpretation, and contract management.
- Attend provider meetings to understand workflow and performance delivery.
- Review, process, and track deliverables and reports required by external units.
- Minimum of four years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering, or administrative work, or a bachelor’s degree with equivalent experience.
- A master’s degree may substitute for one year of required experience.
- Substitution of professional experience for academic education on a year‑for‑year basis is allowed.
- Contract managers responsible for contracts over $10 million annually must possess at least five years of experience managing contracts exceeding $5 million annually and demonstrate a solid understanding of fiscal and grants management.
- Certification and training requirements vary by contract value threshold, with preference for candidates holding a current Florida Certified Contract Manager (FCCM) certification.
- Knowledge of data collection and analysis methods.
- Understanding of basic management principles and practices.
- Excellent written and verbal communication skills.
- Ability to interpret statutes, rules, regulations, policies, and procedures.
- Intermediate computer skills in MS Excel and MS Word.
- Analytical and problem‑solving capabilities for developing recommendations and workflow improvements.
- Strong organizational skills and the ability to produce clear reports.
- Independent judgment, creativity, and the capacity to resolve contract or programmatic issues.
- Ability to establish and maintain effective working relationships.
Proficiency in Microsoft Word, Excel, Office 365, Outlook, Teams, and the Florida Safe Families Network (FSFN) is required. Experience with other state and federal database applications is a plus.
Work LocationPosition is not remote; reports to the state office Monday‑Friday 8:00 AM‑5:00 PM. Specific office location will be discussed during the interview.
