Position Title
GRANTS SPECIALIST IV –
Responsibilities- Manage the development, determination of needs, drafting, routing, and editing of Statements of Work (SOWs) for projects procured through competitive and non‑competitive procurements.
- Draft procurement templates and provide direct support to program staff in selecting the most appropriate procurement method for goods and services.
- Act as Contract Manager on SOWs for the Bureau.
- Work with purchasing staff on revisions required for SOWs.
- Manage issued purchase orders with SOWs, approve deliverables, process invoices, and maintain documentation.
- Maintain and manage the purchasing tracker for the Bureau and prepare related reports and analyses.
- Approve budgets and invoices for SOWs.
- Review and analyze policies, procedures, statutes, and other directives affecting the purchasing process; recommend improvements and identify potential issues.
- Perform other duties as assigned.
- Knowledge and experience with State of Florida procurement and purchasing processes.
- Knowledge and experience with Florida contract management requirements.
- Ability to work independently and communicate effectively, both orally and in writing.
- Ability to perform operational and management analysis activities.
- Proficiency in Microsoft Word and Excel.
- Knowledge of State purchasing rules and regulations.
- Employee in the State Personnel System.
- Valid driver’s license.
- Experience in contract management and purchasing.
- Bachelor’s degree from an accredited college or university.
- At least two years of experience writing and editing professional documents.
- Experience drafting Statements of Work.
- Experience in budget or fiscal management.
