Job Summary

Performance Analyst within the Director’s Office of the Division of Medical Quality Assurance (MQA). As the analytical backbone of the Strategic Planning Services team, you translate complex data into insights that inform leadership decision‑making, enhance regulatory performance, and drive long‑term strategic success.

Key Duties and Responsibilities
  • Strategic Analytics and Reporting: Develop reports, dashboards, and performance scorecards that monitor and evaluate MQA’s strategic plan implementation and regulatory efficiency; support statutory reports such as the Annual Report, Long‑Range Plan, and Quarterly Performance Reports.
  • Portfolio Performance Monitoring: Monitor and analyze performance across a portfolio of initiatives using KPIs, benchmarking, and outcome metrics; support cost, quality, and operational analyses that guide continuous improvement and inform competitive applications for state regulatory innovation awards.
  • Leadership Engagement and Communication: Provide briefings and data‑driven recommendations to the Strategic Planning Services Manager, Executive Management Team, and cross‑functional partners; facilitate discussions around strategic objectives through compelling data stories.
  • Performance Improvement Leadership: Lead a new Performance Improvement Team and Performance Management Council, coordinating efforts to improve regulatory outcomes and align business processes with strategic goals.

    Collaboration:

    Work closely with database administrators, application developers, communication specialists, and program staff to ensure the integrity, accuracy, and clarity of performance data presented in internal and external media; participate in change initiatives, operational planning, and business process redesign efforts.
  • Systems and Tools Development: Contribute to the development and optimization of performance measurement systems and ad hoc reporting tools; support system enhancements, data quality assurance, and implementation of new performance metrics.
Minimum Knowledge, Skills, and Abilities (KSAs)
  • Ability to synthesize complex performance data into clear insights that support executive decision‑making.
  • Skill in identifying data anomalies, trends, and operational impacts within performance reporting systems.
  • Ability to structure analytical findings into concise, narrative‑driven briefings for diverse audiences.
  • Ability to build collaborative working relationships with technical experts, program staff, and leadership.
  • Ability to manage multiple analytical projects simultaneously while maintaining accuracy and meeting deadlines.
Preferred Knowledge, Skills, and Abilities (KSAs)
  • Ability to facilitate discussions around performance results, strategic priorities, and operational impacts.
  • Skill in developing or improving performance metrics, measurement frameworks, or evaluation tools.
  • Ability to navigate complex organizational structures and support cross‑division strategic initiatives.
  • Ability to lead or coordinate teams focused on performance improvement, process redesign, or strategic objective alignment.
  • Ability to apply critical thinking and sound judgment in interpreting performance data within a regulatory environment.
Minimum Qualifications
  • Experience interpreting and communicating performance metrics, KPI trends, or strategic plan measures for organizational leaders.
  • Experience developing or supporting performance scorecards, dashboards, or data‑driven reporting products.
  • Experience conducting analysis to support strategic decision‑making, operational planning, or performance improvement.
  • Experience presenting technical or analytical information to leadership or cross‑functional teams in a clear, understandable manner.
Preferred Qualifications
  • Experience supporting or leading performance improvement initiatives, councils, or cross‑functional work groups.
  • Experience contributing to statutory reports, legislative submissions, or enterprise‑level performance documents.
  • Experience supporting or implementing system enhancements related to data quality or performance measurement.
