the work you will do:

this position provides advanced administrative and fiscal support to the division of technology and reports directly to the chief information officer (cio). The incumbent serves as the division’s primary contract manager and budget liaison and functions as the backup human resources liaison. This is a highly responsible professional position that works independently and requires substantial administrative, fiscal, budgetary, procurement, and technical knowledge.

the position is responsible for coordinating a broad range of fiscal and administrative functions, including budget planning and monitoring, contract administration, procurement activities, legislative analysis, and special projects. The incumbent also supervises and provides ongoing training and guidance to the division’s purchasing specialist to ensure purchasing and procurement activities are completed accurately, timely, and in accordance with applicable state of florida statutes, rules, policies, and procedures.

specific responsibilities:
  • prepares quarterly spending plans, including actual and projected expenditures for the fiscal year, and prepares budget transfers and amendments as needed to maintain appropriate balances within appropriation categories.
  • reviews and approves purchase requisitions, contracts, and other purchasing documents for budget authority and funding availability.
  • monitors contract spending and encumbrances, maintains contract and vendor documentation, and helps ensure compliance with applicable state procurement statutes, rules, and agency requirements.
  • coordinates with vendors to obtain quotes for contract renewals and purchases in support of contract execution.
  • provides guidance to division purchasing card (p-card) account holders regarding appropriate object codes and appropriation categories.
  • supervises and trains the division’s purchasing specialist, including assigning and reviewing work, establishing priorities, providing technical guidance, and monitoring work for accuracy, timeliness, and compliance with department and state purchasing requirements.
  • reviews personnel actions initiated by the division for budget availability and maintains information necessary to track salary, rate, vacancies, and other personnel-related budget matters.
  • coordinates with the department’s office of planning and budget (opb) and the division’s assigned budget analyst regarding fiscal and budgetary matters and advises the cio of potential budget issues and recommended solutions.
  • reviews legislative bills requiring department response and prepares technology-related bill analyses, including coordinating input from it managers and developing cost estimates and work-effort information associated with implementation.
