Job Description:

Project Overview:

The role will support business analysis, requirements gathering, process/workflow analysis, modernization, remediation, migration planning, testing readiness, solution analysis, documentation, and stakeholder coordination.

Minimum Qualifications

• Minimum 5 years of experience in business process analysis and requirements documentation, including independently facilitating discussions with executives and subject matter experts.
• Experience with business process mapping and modeling, including proficiency with Microsoft Visio.
• Proficiency with Microsoft Word, Excel, PowerPoint, and Visio.
• Experience with data migration practices.
• Experience with testing and quality assurance techniques/tools.
• Knowledge of change and release management.
• Experience translating business requirements into technical specifications.
• Experience using SharePoint and Microsoft Teams for collaboration and document management.
• Experience with Azure Dev Ops for requirements and backlog management is preferred.
• Exposure to Power BI is preferred.
• Knowledge of Florida Administrative Code Rules 60GG-1 through 60GG-5 is desired.

Education

A Bachelor's or Master's degree in one of the following or a related discipline is required:

• Business Administration
• Related field

Equivalent work experience may substitute for the educational requirement.

Job Duties and Responsibilities

The selected Business Analyst will be responsible for activities including, but not limited to:

Business Process Analysis

Research and analyze FDOT business processes and their interrelationships. Document and diagram business and system workflows, dependencies, and cross-functional interactions.

Requirements Development Collaborate with technical and functional teams to develop:

• Technical specifications
• Business requirements
• Use cases
• Business rules
• Other business analysis artifacts

Testing Support Plan, prepare, and support testing activities including:

• Regression testing
• Functional testing
• Data validation
• System integration testing
• Load/performance testing

Business and Strategic Requirements

Gather and document business goals and objectives and translate them into clear, measurable requirements supporting application, infrastructure, and solution development.

Modernization and Remediation Support Assist with business process redesign and documentation supporting:

• Application remediation
• Modernization
• Migration

Solution Analysis

Analyze technical problems and potential solution approaches and provide recommendations supporting modernization, future-state alignment, and integration of new and existing processes.

Process Improvement and Gap Analysis Identify opportunities for improvement by:

• Documenting current-state processes
• Developing future-state processes
• Identifying missing or duplicate functionality
• Developing performance measures

Business Cases and Feasibility Analysis

Prepare business cases and feasibility studies and participate in working sessions supporting remediation, modernization, and migration planning.

Data Analysis and Reporting

Evaluate information from multiple sources and convert complex information into clear, meaningful, and actionable insights.

Executive-Level Documentation Develop executive-ready materials summarizing:

• Business value
• Risk
• Alignment
• Feasibility
• Modernization considerations.
