Position Overview and Responsibilities:
This is a highly professional position located in the Solid Waste Program and Permitting section. This section is responsible for rule development, solid waste policy, financial assurance compliance and implementing Florida’s solid waste management program.
- Assists in the technical and hydrogeological reviews of permit applications and reports for active, non-delegated Class I landfills and other facilities co-located at these landfills, including Coal Combustion Residuals (CCR) facilities, Class III landfills, waste processing facilities, waste tire facilities and construction and demolition debris disposal facilities.
- Conducts reviews of waste to energy (WTE) facilities and associated WTE disposal and co-located facilities.
- Assists the solid waste permitting group to ensure permitting time clocks are being satisfied. Provides status reports to the Supervisor. Prepares appropriate correspondence to include letters requesting additional information from applicants, local and state officials, local and state agencies, consultants and other in-house Department programs as required. Monitors and complies with permitting time clocks associated with these projects as required.
- Meets with applicants’ consultants, local government officials and responsible parties, in-house as well as in the field, to discuss technical design and regulatory requirements at permitted solid waste facilities. Coordinates with appropriate District staff on these projects as needed.
- Drafts technical assistance documents and assists in drafting permits and letters of intended agency action for signature and seal. Assists in updating the necessary Department databases with information associated with these permit applications. Assists in the review and processing of variances, alternate procedures and beneficial use requests, as needed.
- Reviews technical reports, water quality reports, evaluation monitoring reports and contamination assessment reports as needed and makes recommendations to the supervisor. Provides technical assistance to District staff for solid waste enforcement cases regarding technical design and regulatory requirements.
- Provides technical assistance to local governments, consultants and citizens concerning solid waste technologies and regulations governing solid waste facilities. Participates in public meetings and workshops.
- Performs other related duties as required.
- Knowledge of Chapter 403, Florida Statute.
- Knowledge of Chapter 62-701, Florida Administrative Code.
- Skills in the operation of personal computers and related software.
- Ability to conduct solid waste management facility inspections.
- Ability to establish and maintain effective working relationships with Department staff, other agency staff and the public.
- Ability to effectively communicate both orally and in writing.
- At least four years of verifiable related experience in engineering, environmental science or natural science. Post-secondary degrees from an accredited college or university with a major in engineering, environmental science or one of the natural sciences may be used as an alternative for the required years of experience on a year-for-year basis. The incumbent of this position, in accordance with sections 110.1127 and 435.04, Florida Statutes and DEP Directive 422, Background Investigations, is required to successfully complete a background and fingerprint check.
A credential evaluation report from an approved agency must be submitted along with all foreign degrees. - Valid Driver’s License
