Position Overview and Responsibilities

This Planner I position performs work under the direction of the Environmental Administrator for the Division of Waste Management, Recycling & Registration Programs located in Tallahassee, Florida. This position requires a self-motivated individual who can perform multiple duties and independent decision-making responsibility for the registration activities in the Waste Registration Section, including pollutant and hazardous substance tank facilities, waste tire facilities, hazardous waste generators and dry-cleaning wholesale and retail facilities.

It requires a high degree of accuracy of decision-making and recording data into database management systems.

  • Implement and maintain systems for registrations/authorizations for multiple regulatory programs. This includes evaluation of registration applications, fee collection, compilation of annual reports, and maintenance of database systems. Ensure that data provided to the agency's information systems meets standards for completeness and accuracy. Assist with ESSA development and maintenance for the waste registration programs.
  • Will conduct organizational studies and evaluations on office procedures providing technical assistance and developing procedures to assist the program to operate more efficiently and effectively.
  • Provides technical support to public, district, local programs and internal staff on waste tire program related issues. Assist with waste tire rule interpretation and development. Attend and participate in meetings as needed. Problem solve with internal staff and assist in the decision-making process for waste tire programs.
  • Assists the Administrator for the Waste Reduction (Recycling) section in initiating, planning, executing and monitoring progress of waste tire recycling efforts around the state.
  • Provides direct customer support to regulated customers and in-house staff regarding waste registrations submitted via portal applications and via paper documents. Maintains process flow control through the Program’s document workflow management system. Ensures all pertinent data is captured regarding the processing and disposition of authorization requests and responses. Ensure documents are processed through the system and responses made to customers in a timely manner.
  • Manages document flow through the DWM Electronic Document Management System (Oculus) by verifying prompt and proper indexing of incoming paper documents into their prospective workflows.
  • Performs related work and special projects as needed.
Required Knowledge, Skills, and Abilities
  • Skilled in developing and/or managing projects.
  • Skilled in usage of personal computer software (Microsoft Office)
  • Ability to communicate effectively verbally and in writing.
  • Ability to work with other agencies, public officials, private organizations, and the general public in a tactful and courteous manner.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to organize and complete work assignments under pressure and work independently.
  • Ability to understand, and apply applicable rules, policies and technical data.
  • Ability to work independently without close supervision.
  • Ability to travel, including overnight trips, and maintain a valid driver’s license
  • Ability to collect, enter, retrieve, analyze data and maintain database systems.
  • A ability to maintain current, accurate and complete fiscal and program records.
Minimum Qualifications
  • Valid Driver License.
  • At least two years of verifiable related experience. Post-secondary degrees may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
