Engineering Technician II

The Engineering Technician II is a technical position that involves performing inspections of major and minor infrastructure projects including the construction of roads, stormwater drainage systems, and transportation elements of potable water and sanitary systems to ensure compliance with construction and environmental standards, ordinances, and law. The position also involves interacting with the public to respond to questions regarding roadway conditions and the County's Pavement Management Program.

This class works within broad policy and organizational guidelines: reporting progress of major activities through construction daily reports and periodic conferences and meetings. The schedule for this full‑time position is Monday through Friday, 6:30 AM to 3:00 PM.

Responsibilities
  • Inspects minor County construction projects to ensure conformity with construction plans and adherence to applicable regulations and specifications.
  • Drives and/or operates a county vehicle or equipment and must obey all safety policies, and roadway rules and laws.
  • Reviews construction plans and documents, making recommendations for appropriate changes in area of non‑compliance.
  • Performs construction site investigations and maintains daily construction log reports.
  • Evaluates road conditions.
  • Investigates and prepares corrective action plan/report on citizen complaints.
  • Performs data collection tasks such as roadway core boring, survey field data collection, traffic data collection, asset inventory, and other data collection as necessary.
  • Inputs data into various software programs to update and maintain county asset information.
  • Measures and confirms all pay items and reviews material list data for conformance.
  • Maintains files and records systems in paper and electronic format.
  • Addresses questions by phone, email, or in person.
  • Responds to citizen inquiries related to roadway conditions and the County’s Pavement Management Program, providing accurate information and guidance in a courteous and professional manner.
  • Attends staff conferences, professional meetings, and other events.
  • Performs other duties as required.
Education, Training, and Experience
  • High School Graduate/GED equivalent.
  • Two (2) years of experience in customer service or public‑facing roles, demonstrating effective communication and the ability to explain technical information clearly.
  • Two (2) years of experience in data collection, entry, or reporting using spreadsheets or other software tools.
  • Experience in the field of Civil Engineering and road construction is preferred.
Certificates, Licenses, Registration, and Skills
  • Valid Florida Driver License or must obtain within 30 days of establishing residency in Florida.
  • Requires ability to maintain courteous and effective relations with County staff, elected officials, community interest groups and the public.
  • Requires using basic algebra involving variables and formulas, basic geometry involving plane and solid figures, circumferences, areas, and volumes, and computing percentages, ratios, and proportions. Ability to perform computations such as slopes, grades, etc. related to roadway and drainage design and construction.
  • Must have strong working knowledge of computers and be proficient in the use of Microsoft Office Suite of Products (i.e., Outlook, Word, Excel, etc.).
  • Must have or be able to obtain within 90 days certification in FEMA National Incident Management System (NIMS) courses:
    • IS-100.c:
      Introduction to the Incident Command System (ICS)
    • IS-700.b:
      An Introduction to the National Incident Management System
Physical Requirements /Work Environment
  • Requires a combination of sitting, standing, and walking.
  • The job involves frequent lifting and carrying up to 10 pounds, and occasionally up to 20 pounds.
  • The job requires occasional bending, squatting, kneeling, balancing, and twisting.
  • The job requires the completion of tasks that involve frequent typing, operating foot controls/levers, driving automotive equipment, and occasional simple grasping, pushing, pulling, and working in darkness.
