Position Overview and Responsibilities
In carrying out the duties of the Engineering Specialist IV position, the incumbent must abide by the Department’s Standards of Conduct and all applicable rules, policies, and procedures. The role is an intermediate, highly responsible environmental position focusing on petroleum contamination cleanup, management of assessment and remedial activities, and oversight of the section’s compliance with regulations and program guidance.
- Provides management oversight of all contamination assessment and remedial action activities for state‑funded rehabilitation projects, ensuring conformance with SOP manuals, program guidance, and applicable policies; assists site managers in negotiating RAP/RAC scopes of work, preparing work orders, and resolving disputes.
- Acts as a site manager for assigned petroleum‑contaminated sites, reviewing site‑specific scopes of work, negotiating changes, preparing change orders, reviewing summary reports, approving contractor invoices, and monitoring environmental rehabilitation for cost‑effective and timely completion.
- Performs other duties as assigned by Supervisor.
- Skill in using personal computers, engineering design and modeling, word processing, and data analysis.
- Ability to communicate effectively verbally and in writing.
- Ability to establish and maintain effective working relationships with a diverse group of professionals.
- Ability to plan and organize a complex workload.
- Ability to understand and apply applicable rules, regulations, policies, and procedures.
- Ability to analyze and interpret scientific and technical data.
- Knowledge of groundwater treatment methods, equipment, chemistry, and hydrology.
- Knowledge of engineering fundamentals and design practices with industrial wastewater treatment systems.
- Knowledge of contamination assessment and remediation concepts and principles.
- At least four years of verifiable related experience in engineering, environmental science, or one of the natural sciences; post‑secondary degrees in one of these fields may be used as an alternative on a year‑for‑year basis.
- Valid Driver License.
This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.
Preferred QualificationsThree years of experience in environmental protection; one of the physical or natural sciences; engineering, or closely related field.
PayAnnual Salary Range: $53,917.08 – $67,767.84 (commensurate with experience)
