General Description:

The Utility Operator I operates and maintains water/wastewater treatment facilities in accordance with federal, state, and local regulations. The role performs skilled repair and maintenance tasks at County water and wastewater facilities. The full‑time schedule consists of four 10‑hour days, 6:30 AM to 5:00 PM.

Essential Functions
  • Drive and operate county vehicles or equipment while obeying all safety policies and roadway rules.
  • Read and interpret engineering drawings.
  • Analyze operations, record information, and make operational adjustments as needed.
  • Inspect facilities and equipment to ensure compliance with established standards.
  • Serve as lead operator of water and/or wastewater plants per Florida Department of Environmental Protection standards.
  • Repair, clean, and inspect water and wastewater facilities, storm‑water collection systems, storage tanks, transfer pump stations, and related equipment.
  • Calibrate water analysis equipment, collect, and test water samples regularly; add chemicals in compliance with DEP regulations.
  • Perform maintenance and repairs on water lines, meters, back‑flow devices, and other plant equipment; troubleshoot facility problems.
  • Pour, clean sludge drying beds, and transfer sludge to landfill.
  • Execute routine clerical tasks including data entry, writing work orders, record keeping, filing, and ordering supplies and chemicals.
  • Maintain grounds of assigned area, including mowing, weeding, and painting.
  • Recommend process control modifications and improvements to supervisor.
  • Prepare routine and recurring reports and supply requests.
  • Conduct tank and compressor maintenance duties.
  • Assume regularly scheduled, on‑call responsibilities and maintain 24/7 contact for emergency water and sewer repairs.
  • Calculate flows and pump rates.
  • Monitor Supervisory Control and Data Acquisition (SCADA) systems.
  • Perform work duties on weekends and holidays as needed.
  • Perform other duties as required.
Minimum Requirements
  • Utility Operator I
    • Six (6) months of experience in water and/or wastewater utilities operation and maintenance.
    • Florida license class “C” Water or Wastewater Treatment Plant Operator.
  • Utility Operator II
    • Special courses or self‑education equivalent to satisfactory completion of one year of college or specialized advanced training.
    • One year of relevant experience.
    • Minimum of the following:
      • Florida license class “C” Water Treatment Plant Operator AND class “C” Wastewater Treatment Plant Operator, OR
      • Florida license class “B” Water Treatment Plant Operator, OR
      • Florida license class “B” Wastewater Treatment Plant Operator.
    • Willing to obtain dual certification in Water and Wastewater Treatment Plant Operator.
  • Utility Operator I and II (both)
    • High school diploma or GED equivalent including formal training.
Skills and Abilities
  • Work after normal business hours, including nights, weekends, and holidays.
  • Possess sufficient physical strength, agility, and stamina for tasks under adverse conditions.
  • Maintain courteous and effective relations with County staff, elected officials, community interest groups and the public.
Drivers License and Certificates
  • Valid Florida Driver License or obtain within 30 days of establishing residency.
  • Certification in FEMA National Incident Management System (NIMS) courses within 90 days:
    • IS‑100.c:
      Introduction to the Incident Command System (ICS).
    • IS‑700.b:
      An Introduction to the National Incident Management System.
Physical Requirements / Work Environment
  • Combination of sitting, standing, and walking.
  • Frequent lifting and carrying up to 10 lbs, occasionally up to 20 lbs.
  • Frequent bending, squatting, crawling, kneeling, balancing, reaching above shoulders, climbing, jumping, and twisting.
  • Tasks involving grasping, pushing, pulling, typing, operating levers, driving equipment, and working in darkness.
  • Normal visual acuity, field of vision, depth perception, hearing, and speaking.
