This position is located in Tallahassee, FL
Position Overview and Responsibilities:
This is an intermediate-level position that is responsible for performing site management and technical review, and the remediation of petroleum contaminated sites pursuant to Chapter 62-780, Florida Administrative Code (F.A.C.). In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as all Departmental rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position.
The allocation of duties for the position are as follows:
- Oversee the performance of the contamination assessment and remedial action activities at state-funded environmental rehabilitation projects in the Petroleum Restoration Program (PRP). Develops and prepares Statements of Work (SOW), Task Assignments and Purchase Orders. Interacts with Agency Term Contractors (ATCs), monitors ATC’s performance and completes evaluations of their work after each Purchase Order is completed. Interacts with owners/responsible parties, reviews ATC recommended actions, reviews SOWs with the assistance of technical support personnel and negotiates elements with ATCs.
Assists in making recommendations for corrective actions, negotiates necessary changes and prepares work change orders. Performs site inspections as needed. - Performs reviews of technical reports/documents and interfaces with technical support staff to determine the best and most efficient course to contaminated site closures. Reviews and approves ATC invoices for correctly completed work. Monitors the environmental rehabilitation occurring at assigned facilities/discharges and the ATCs efficiency in accomplishing the cleanup activities in a cost-effective and timely manner according to Agency Term Contract. Performs input and tracking of petroleum contamination cleanup data from deliverables, invoices, etc.
into electronic data management systems and maintains file management and tracking. Develops and maintains documentation to be utilized in the evaluation of ATCs performance. Assists in the development of projections (technical and financial) for assigned facilities/discharges. Should be knowledgeable about using Storage Tank Contamination Monitoring (STCM), OCULUS, and Ariba-on-Demand (AoD). - Assists Team Leader, Advanced Cleanup (AC) Coordinator, Consent Order Tracking Coordinator and the Performance Based Cleanup (PBC) Coordinator with tracking the progress of AC, PBC, Consent Order, and Performance Based Advanced Cleanup (PBAC) facilities and associated agreements. Assists with preparations for negotiations with ATCs, assists with the development of associated agreements, SOWs and Purchase Orders.
- Assists the PRP and Division of Waste Management with development and updating of related guidance, training, processes and procedures.
- Responds to information requests from government, co-workers, private entities, consultants, and the general public concerning program/project activities.

Required Knowledge, Skills, and Abilities:
- Knowledge of Geologic and Hydrogeologic concepts and principles.
- Knowledge of the Petroleum Cleanup provisions of Section 376, F.S. and applicable Department rules and guidance.
- Skill in using personal computers.
- Ability to communicate effectively verbally and in writing.
