Scope of Services / Key Responsibilities
- Training & Development Train professional staff on billing eligible project expenditures to the Federal Highway Administration (FHWA).
- Provide instruction on:
- FDOT Financial Management (FM) System functionality and reporting
- Efficient use of technology for large data compilation, review, and analysis
- Proper classification of costs
- Analysis and resolution of exception reports
- Correcting financial transactions
- Compliance with Code of Federal Regulations (CFR) Title 200
- Identify individualized training objectives for staff and adjust training methods to ensure effectiveness.
- Monitor staff during preparation of the weekly federal bill to assess training outcomes and accuracy.
- Develop and update desktop procedures to support cross-training and ensure continuity of operations during staff turnover.
Job Duties
Deliver hands-on training and ongoing support related to FHWA billing processes and compliance requirements.
- Review financial transactions and reports to identify errors, exceptions, or compliance risks.
- Assist in resolving billing discrepancies and correcting system entries.
- Ensure adherence to federal, state, and departmental financial policies and procedures.
- Support operational efficiency by standardizing documentation and procedures.
- Bachelor’s Degree in Finance, Business Administration, or a related field.
- Relevant work experience may substitute for the degree on a year-for-year basis.
- Minimum of two (2) years of experience in financial management.
- Experience working with financial information systems.
- In-depth knowledge of FHWA policies and procedures.
- Experience analyzing large data sets and financial reports.
- Knowledge of CFR Title 200 requirements.
- Experience delivering training to professional staff.
- Working knowledge of Generally Accepted Accounting Principles (GAAP).
- Experience with FDOT’s Financial Management (FM) System.
- Experience with FLAIR (Florida Accounting Information Resource).
