Job Summary
Position:
Government Analyst II (Treasury) – oversees the State of Florida credit card acceptance program, maintains contracts, ensures compliance, and coordinates with state agencies.
- Administer and maintain the credit card acceptance program for the State of Florida, including American Express.
- Establish and maintain contractual relationships with financial institutions and credit card processors.
- Manage administrative functions related to new credit card participation.
- Keep informed of new credit card and e-commerce products.
- Coordinate the program with the outside contractor and participating agencies.
- Procure, renew, and update credit card and e-commerce contracts, ensuring compliance with department contract requirements.
- Communicate with the Cash Management Financial Administrator about laws affecting the program.
- Develop, distribute, and collect respondents’ data for the Annual CFO e-payment report (Rule 69C-4.009).
- Maintain organized files and records related to the above functions.
- Perform contract monitoring in accordance with applicable guidelines.
- Assist in developing the monitoring process for the Treasury Consolidated Revolving Account (CRA), Treasury Cash Concentration System (TCCS), and Credit Card Acceptance contracts.
- Communicate noncompliance findings to the Funds Management Bureau Chief and Cash Management Financial Administrator.
- Serve as liaison between contractor and state agencies for contract services.
- Monitor and update compliance requirements for credit card and e-commerce services in accordance with FAC 69C-4.
- Request, audit, and analyze annual reports from state agencies using credit card and e-commerce services.
- Update rules and regulations regarding credit card use and e-commerce.
- Assist with Cash Management Consultations per FAC 69C-5.
- Provide PCI oversight, monitor compliance with PCI/DSS/SAQ information, maintain consolidated reports, and provide consultation services.
- Maintain and update the Treasury Cash Management website related to credit card and e-commerce services.
- Perform other tasks as directed.
- Four (4) years of professional accounting experience with the State of Florida, or a post‑secondary degree in accounting and/or finance that equates to the required experience.
- Two (2) or more years of experience dealing with the public and/or other state agencies.
- Proficient in Microsoft Excel, Word, and Outlook.
- Experience analyzing and resolving problems.
- Experience procuring State of Florida contracts.
- Project management experience.
- Two (2) years of professional banking experience.
- Florida Certified Contract Management (FCCM) certification.
- Bachelor’s degree in accounting or finance.
- Knowledge of basic management principles and practices.
- Ability to collect, evaluate, and analyze data to develop alternative recommendations.
- Ability to solve problems and document work.
- Ability to organize data into a logical format for presentation in reports and documents.
- Ability to conduct fact‑finding research.
- Ability to develop approaches for implementing an idea.
- Ability to utilize problem‑solving techniques.
- Ability to coordinate by adjusting actions related to others’ actions using critical thinking, logic, and analysis to identify strengths and weaknesses of different approaches.
- Ability to work independently.
- Ability to manage own time and the time of others.
- Ability to understand written sentences and paragraphs in work‑related documents.

- Proficiency in Microsoft Word and Excel.
