Position Overview and Responsibilities

The Florida Department of Environmental Protection (DEP), Office of Resilience and Coastal Protection, Clean Boating Programs is seeking a Fiscal Assistant to support the financial administration and compliance of the Clean Boating Program.

This position works closely with program and fiscal staff to ensure grant funds are properly coded, tracked, and expended in accordance with state, federal requirements and grant compliance guidelines. The position plays an important role in supporting grant payment processing, financial reconciliation, and program budget monitoring associated with Clean Vessel Act pumpout and dump station projects throughout Florida.

Primary responsibilities include assigning budget codes, reviewing and approving grantee reimbursement requests, routing and tracking grant agreements and associated federal funding sources, data entry and reconciling expenditures within the Florida Accounting Information Resource (FLAIR). The position will coordinate with Department budget staff and assist with monitoring program spending authority, financial reporting, and grant closeout activities.

This position is located within the Office of Resilience and Coastal Protection, Clean Boating Programs, and supports the financial administration of the Clean Vessel Act Grant Program.

Key Responsibilities
  • Assign appropriate budget codes and review grantee reimbursement requests for completeness, accuracy, and compliance with grant requirements.
  • Route and track Clean Vessel Act grant agreements and associated federal funding sources.
  • Reconcile program expenditures within the Florida Accounting Information Resource (FLAIR) and resolve discrepancies related to expenditures, encumbrances, and balances.
  • Prepare grant review forms and supporting documentation for approved program funding agreements.
  • Monitor fiscal activities associated with the Clean Vessel Act Grant Program and assist with tracking program spending authority.
  • Assist in the development of program‑related budget issues for inclusion in the Division’s Legislative Budget Request.
  • Monitor program budgets and financial activity to ensure expenditures align with program goals and approved funding.
  • Coordinate with Department budget staff and program staff regarding fiscal activities and grant funding issues.
  • Maintain financial documentation and records in accordance with state and federal record retention requirements.
  • Participate in meetings, conference calls, and coordination activities with program and fiscal staff.
  • Review, examine, analyze and perform audits of annual financial records.
  • Perform other duties as required in support of the Clean Boating Programs.
Required Knowledge, Skills, and Abilities
  • Knowledge of financial record‑keeping and basic accounting principles.
  • Knowledge of grant administration and financial compliance practices related to state or federal programs.
  • Skill in reviewing financial documentation and identifying discrepancies.
  • Skill in the use of Microsoft Excel, Word, and other computer applications used for financial tracking and reporting.
  • Ability to analyze financial data and apply problem‑solving techniques.
  • Ability to organize and maintain detailed financial and program records.
  • Ability to create and maintain spreadsheets, reports, and graphs to support program financial monitoring.
  • Ability to conduct research and prepare clear and comprehensive reports.
  • Ability to effectively use computer software and apply technical solutions to improve program operations.
  • Ability to analyze and interpret financial data related to Clean Boating Programs and grant‑funded activities.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to establish and maintain effective working relationships with program staff.
