- Three (3) or more years of professional experience in grants management, compliance, auditing, or financial analysis.
- A bachelor’s degree from an accredited college or university. Professional experience as described above may substitute for the required college education on a year-for-year basis.
- A master’s degree from an accredited college or university may substitute for one year of the required experience.
The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking and public assistance. The agency’s mission is to work in partnership with local communities to protect the vulnerable, promote strong and economically self‑sufficient families, and advance personal and family recovery and resiliency.
The Office of Revenue Management is under the Assistant Secretary for Administration located at DCF Headquarters in Tallahassee, Florida. The Office of Revenue Management is responsible for the funding analysis of DCF’s Approved Operating and Budget plan, maintaining official revenue cash sheets and schedules, verification of budget amendment funding impacts, and the funding and assessment of policy impacting funding issues related to the Department’s Legislative Budget Requests, including the application of Federal and State cost allocation principles coupled with coordination and communication of Federal Grant and Federal contract requirements with the various program offices.

The Government Analyst II – Grants Regulatory Specialist is responsible for ensuring compliance with federal, state, and local grant regulations, including FEMA guidelines and OMB Uniform Guidance (2 CFR Part 200). This position serves as the subject matter expert on grant‑related regulations and acts as the primary audit coordinator and liaison for the Grants Finance Team within Revenue Management. The incumbent provides technical assistance, develops tools and training, analyzes financial and programmatic data, and supports audit readiness to ensure accurate, timely, and compliant grant administration.
The role also contributes to cross‑functional initiatives that support financial planning, budgeting, and resource optimization. The Department is looking for a flexible person open to tackling ever‑changing challenges and learning a multitude of new skills. The incumbent will gather and analyze data, collaborate with program staff and DCF leadership to determine the best methods for identifying, prioritizing, and analyzing grant and financial effectiveness.
The incumbent must work collaboratively with other program areas and DCF staff and will be responsible for independent work products to support administrative, fiscal, and operational aspects of numerous grants. The selected candidate will be expected to function independently to perform complex tasks.
- Monitor and ensure compliance with federal, state, and local grant regulations, including FEMA and OMB Uniform Guidance.
- Interpret and apply complex regulatory requirements to grant‑funded programs and financial activities.
- Serve as the primary audit liaison for the Grants Finance Team, coordinating responses to internal and external audit inquiries.
