Your Specific Responsibilities- The incumbent of this position will spend 100% of scheduled work time providing service delivery activities that include contractor training, development of educational materials, and the provision of technical assistance for the USDA Child Care Food Program administered by the Bureau of Child Care Food Programs (CCFP). The incumbent in this position will be required to complete a certification twice a year stating that all time worked has been for the CCFP.
The incumbent in this position will be assigned to the state health office and will be directly supervised by the Operations and Management Program Manager for the Training and Outreach Section of the CCFP. This is a highly responsible independent position that: - Provides technical assistance, consultation and guidance to staff and prospective program contractors via telephone and email.
- Acts as training coordinator for the Bureau. Lead in the development of the annual bureau training plan and works with pertinent staff to develop training materials and training modules for current and prospective program operators.
- Assists with evaluating and approving or denying prospective and renewing contractor applications. Uses established standards and criteria for determining eligibility, financial viability, program accountability and administrative capability of prospective and renewing contractors.
- Assists with the development of resources and training materials for state staff and program contractors. Assists with the review and revision of current training materials to correctly reflect program policies and procedures.
- Research state-of-the-art innovative training techniques such as web-based training, live online meetings, video training, etc. Assists with the evaluation of their use, cost of implementation and probable success rate with contractors and staff. Provides reports and makes recommendations based on this research.
- Assists with the arrangements for statewide meetings and staff training sessions. Assist with outreach activities.
- Make presentations representing the Florida Department of Health at state and national meetings as requested.
- Performs other related duties as assigned.
In addition to the KSA's listed in the occupational profile for a Management Analyst, the incumbent should also have:
- Knowledge of: federal and state Child and Adult Care Food Program regulations, rules, requirements and procedures; child nutrition; methods of compiling and analyzing data; and correct grammar usage.
- Ability to: interpret federal and state regulations and procedures; analyze processes, identify problems and potential solutions, implement corrective actions and evaluate the results; present negative findings in an effective manner; organize data into logical format for presentations in reports, documents and other written materials; plan, organize, prioritize, coordinate and complete work assignments; communicate effectively, both verbally and in writing; establish and maintain effective working relationships with others;
and work independently without close and constant supervision. - Skill in: use of personal computers and standard software packages.
Four years of professional experience in training, systems analysis, management analysis, program planning, program research, or program evaluation is preferred.
Limited to medium travel is required.
