Our Office of Financial Management has an opening for a senior-level Fiscal and Compliance Consultant, responsible for supporting the administration of the county’s housing and community development programs; this includes the development and enforcement of adopted plans, policies, procedures, and guidelines for the disbursement of funds in compliance with applicable federal, state, and county rules and regulations.
The ideal candidate has two (or more) years of federal grant experience, including those working with administering housing grant programs, and is passionate about making a difference in our low‑income communities.
The pay starts at $71,302.40, benefits begin within 60 days of hire, and there are opportunities for advancement.

About the PositionIn this role, you will assist operational staff with compliance‑related requirements on the delivery of both grant reimbursement and loan‑based housing and community development programs including Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), Neighborhood Stabilization Program (NSP), HOME Investment Partnerships Program, and State Housing Initiatives Partnership (SHIP) Program. Grant Administration and Compliance- Develop complex written materials, including Action Plans, Action Plan Amendments, Program Guidelines, Standard Operating Procedures, Policies, and Memorandums in compliance with applicable federal, state, and local regulations.
- Continually monitor, review, and update program‑specific policies to meet current program needs, including changes and updates as necessary to conform with updated Department of Housing and Urban Development policies and federal register notices and other state and locally based programs.
- Develop, institute, and monitor internal controls across all programs to ensure conformance with applicable requirements and internal policies, and reduce the risk of fraud, waste, and abuse.
- Review project documentation and contractual agreements to ensure compliance with HUD requirements including, but not limited to Section 3, Fair Housing, Davis Bacon, Uniform and Relocation Assistance Act, and applicable environmental regulations.
- Develop, monitor, and review financial calculations and assist the programs in achieving applicable spend‑down requirements by reporting on forecasts, projections, trends, revenue, and cost analysis.
- Monitor and prepare financial reports and drawdown requests for programs, grants, and project activities in federal, state, and local databases and systems.
- Track the effectiveness of programs and processes collaboratively with program leads by identifying, documenting, and communicating areas of opportunity.
- Provides guidance, training, and expertise on HUD, CDBG, ESG, and other programs to staff, subrecipients, vendors, and other eligible beneficiaries.
- Identify areas of concern regarding potential non‑compliance matters, make informed recommendations to management staff and program leads on resolutions, and support corrective actions taken.
- Monitor budgets of respective programs and support the review and processes of drawdowns and reimbursement requests submitted within applicable federal, state, and local financial systems.
- Process and review requests for downpayment assistance, repair and rehabilitation assistance, and other financial loan‑based assistance programs.
- Review and process loan payments and loan payoff activities; reconcile account balances and address any discrepancies in accordance with program policies and funding agreements.
Work Hours: Full‑time, 40 hours per week.
Typical Schedule: Monday – Friday, 8:00 a.m. to 5:00 p.m. (no weekends!)
