General Description

The Deputy Building Official assists the Building Official in the administration, supervision, and enforcement and compliance of building construction codes, County ordinances, the Florida Building Codes, state law, and federal regulations. The schedule for this full-time position is Monday through Friday, 8:00 AM to 5:00 PM and is located in Lecanto, Florida.

Essential Functions
  • Supervises, plans, and coordinates work of assigned staff. Reviews and evaluates employee performance and completes performance evaluations. Counsels staff and initiates commendations or disciplinary action when appropriate.
  • Drives and/or operates a county vehicle or equipment and must obey all safety policies, and roadway rules and laws.
  • Assists Building Official in the administration and enforcement of building construction codes and permitting, and compliance of laws, codes, and ordinances as required.
  • Assists with the administration of annual budget, monitors expenditures, and oversees flood plain management, contractor licensing, permitting services, and plan review.
  • Assists with interpretations of code provisions, to include building, plumbing, mechanical, flood plain management and electrical.
  • Responds timely to calls and complaints from citizens, contractors, customers, and personnel and makes decisions to resolve issues.
  • Supervises and performs building plan reviews and maintains all reporting and filing requirements; helps with expediting plan reviews.
  • Conducts meeting with plans examiners to discuss and implement code changes and to resolve problems.
  • Meets with building official to review and discuss policy changes and code complaints, as needed.
  • Uses permitting computer program to access and maintain building department information.
  • Coordinates mediation with contractors and homeowners regarding discrepancies and disputes.
  • Collaborates with other County departments to make the permitting process more usable.
  • Makes decisions and authorizes expenditures in absence of Building Official, as needed.
  • Researches, interprets, and implements new and revised building codes and ordinances.
  • Performs administrative duties to include but not limited to, prepares written reports and maintains data, issues and reviews permits, and other reports and filing, as needed.
  • Tracks and evaluates legislation affecting industry.
  • Performs other duties as required.
Minimum Requirements

Education, Training, and Experience
  • High School Diploma or GED equivalent
  • Ten (10) years combined experience as an architect, engineer, plans examiner, building code inspector, registered or certified contractor, with at least five (5) years of such experience in supervisory positions.
Skills and Abilities
  • Interpret and apply complex codes, regulations, and technical documents.
  • Supervise, train, and evaluate assigned staff effectively.
  • Exercise sound judgment in code interpretation, enforcement, and conflict resolution.
  • Manage multiple projects, priorities, and deadlines efficiently.
  • Requires ability to maintain courteous and effective relations with County staff, elected officials, community interest groups and the public.
  • Must have strong working knowledge of computers and be proficient in the use of Microsoft Office Suite of Products (i.e., Outlook, Word, Excel, etc.).
Certificates and Licenses
  • Valid Florida Driver License or must obtain within 30 days of establishing residency in Florida.
  • Requires Standard Building Code Administrator certification from the Florida Department of Business and Professional Regulation.
  • Must have or be able to obtain within 90 days certification in FEMA National Incident Management System (NIMS) courses:
