Position: PROGRAM ANALYST with Security Clearance
Location: Hurlburt Field

Duties The primary purpose of this position is:
To serve as a program analyst lead exercise planner for the AF operational-level exercise program training C-MAJCOMs/C-NAFs as Air Component Commands. Leads all planning, scenario development, and execution of operational-level-of-warfare Headquarters Air Force (HAF) BLUE FLAG-Air Component Training Exercises (BF/ACTE), JCS Geographic Combatant Command (GCC), other service headquarters, joint, coalition and/or allied exercise programs. Duties:
* Analyzes, develops, and evaluates detailed plans, goals, and objectives for long range implementation of assigned major command programs.
* Documents planning and programming decisions in appropriate formats to meet Air Force and Major Command requirements.
* Plans, directs, coordinates, reviews, and evaluates plans and operations of multiple annual service and DoD/JCS level exercises and events supporting Global Command & Control (GCC), Air Component, and other joint service headquarters training.
* Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques.
* Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned programs. * Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
* Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
* A3 Staff Officer experience to include joint military command structure, missions, programs, and organizational relationships is highly desired
* Required to obtain and maintain a Top Secret security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed
* Recent experience in the planning and execution of Air Force operational level exercises is highly desired.
* The employee may be required to work other than normal duty hours, which may include evening, weekend, holidays and/or overtime and in some cases with no-notice due to urgency of time sensitive matters.
* Incumbent must possess and maintain a valid state driver's license.
* The employee must be able to obtain and retain a US Government official passport Qualifications Conditions of Employment Continued:
* This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
* Travel by regularly scheduled commercial or military conveyance in accordance with Joint Travel regulations may be required in performance of temporary duty. Incumbent will occasionally be required temporary duty throughout the world including remote locations with limited facilities. These temporary duty assignments could range from short durations to 30 days, and longer, but are typically less than 30 days. While every effort will be made to schedule these assignments well in advance of the travel, travel may be required with extremely limited notice.

It is imperative that the incumbent have an unlimited ability to perform such travel. EXPERIENCE:

Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes thorough and skillful knowledge applying current and emerging joint force operational doctrine, joint command, and control, and A3 staff personnel procedures and practices.
