Position Overview
The OPS Grants Specialist V reports to the NSGP Program Manager and is based in Tallahassee, FL.
Responsibilities- Provide technical financial assistance to nonprofit organizations and for-profit consultants related to state and federal emergency management grant funding, ensuring completion of activities specified in award agreements.
- Act as a liaison with recipients or subrecipients to enforce agreement terms through verbal, written, and on-site communication.
- Verify that services have been delivered per agreement terms before processing invoices, document performance, review deliverables, and certify receipt of goods and services.
- Reconcile all funds received and expended during the grant period, producing a final reconciliation report and identifying any excess payments.
- Develop and maintain written regional reports and spreadsheets based on local and state emergency management data, including award funding allocation, grantee expenditure, and grant scoring reports.
- Assist in drafting and revising contractual agreements, scopes of work, reporting requirements, and program monitoring criteria.
- Conduct monitoring activities such as scheduling, document verification, and pre‑monitoring coordination with the programmatic review team.
- Perform duties during State Emergency Operations Center activation to support response and recovery efforts.
- Execute other related duties as assigned.
- Florida Certified Contract Manager (FCCM) certification or intent to obtain within 12 months of employment.
- Minimum two years of grants and/or contract management experience.
- Experience using Microsoft Office products (PowerPoint, Excel, Word).
- Proficiency with grant management software and the DEMES system.
- Strong communication skills, verbal and written.
- Ability to develop and maintain reports and spreadsheets.
- Knowledge of state and federal rules, regulations, and guidelines for contract development, grants management, and auditing.
- Willingness and ability to travel for monitoring activities, conferences, and trainings.
Employees may be required to work irregular hours, more than eight hours per day, extended periods (including nights, weekends, and holidays), at locations other than the headquarters, and to perform duties beyond the job description. Deployment to emergency sites may require limited notice.
