Position Overview

This OPS Purchasing Specialist will use the My Florida Market Place (MFMP) e-Procurement system to review and approve purchase requisitions, ensure compliance with Florida statutes and Department policies, provide technical assistance, and serve as the agency’s MFMP administrator.

Responsibilities
  • Review and approve all PR’s submitted through MFMP to ensure they are compliant with FS :287 and Rule 60A, ensure that all e‑procurements are in accordance with Florida Statutes, Department of Management Services purchasing rules, Information Resource Technology requirements, and Department policies and procedures.
  • Ensure that all necessary exemptions/approvals (i.e., single source, emergency purchase, contracts, communication approval, Certified Minority Business Enterprise exceptions, etc.) are obtained as required.
  • Review requisitions for correct commodity codes, method of procurement, dates, etc.; verify pricing for commodities/services against quotes, State Term Contracts or Agency Term Contracts.
  • Provide technical assistance, in‑service training, and consultation to applicable Department personnel with respect to the management, acquisition of commodities/services pursuant to promulgated standards, policies, rules, regulations, local ordinances, Florida Statutes, and Florida Administrative Code.
  • Serve as the Agency’s My Florida Market Place Administrator. MFMP Administrator duties include:
    • Adding, updating, or deactivating agency users in MFMP
    • Adding MFMP agency users to email groups and maintaining said groups
    • Resetting passwords in MFMP for agency users
    • Acting as the agency liaison between the Department of Juvenile Justice (DJJ) and MFMP
  • Perform other related duties as required.
Knowledge, Skills & Abilities
  • Knowledge of the principles and practices of purchasing.
  • Ability to research and analyze specifications, conditions and regulations pertaining to bids, contracts and/or prices.
  • Ability to apply and implement rules, regulations, policies and procedures relating to the purchasing process.
  • Ability to put specifications, conditions and regulations pertaining to bids, contracts and/or prices in writing.
  • Ability to maintain purchasing records.
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with others.
  • Skilled in the use of personal computers, including a working knowledge of word processing and spreadsheet software.
Minimum Qualifications
  • A valid driver’s license is required.
  • A high school diploma is required.
