The Florida Division of Emergency Management (FDEM) plans for and responds to both natural and man-made disasters. These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. FDEM is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.
FDEM serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state’s efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, FDEM manages the State Watch Office; the 24‑hour a day operation tasked with providing situational awareness to stakeholders statewide.
After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the State of Florida on whether to declare an emergency and seek federal relief funds. This OPS Grants Specialist V position reports to the NSGP Program Manager. Responsibilities include, but are not limited to the following:
- Provide technical financial assistance to nonprofit organizations and for-profit consultants relating to the receipt and use of state and federal emergency management grant funding to assure the completion of activities specified in the agreements/contracts awarded by FDEM. Responsible for enforcing performance of an agreement’s terms and conditions by acting as a liaison with the recipient or subrecipient through verbal, written and on-site communication.
- Ensure that services have been rendered according to the agreement terms before the agency processes an invoice for payment. Monitor and document recipient or subrecipient performance, review and document all deliverables for which payment is requested and provide written certification of the agency’s receipt of goods and services. Reconcile and verify all funds received against all funds expended during the grant agreement period and produce a final reconciliation report.
The final report must identify any funds paid in excess of expenditures incurred by the recipient or subrecipient. - Develop and maintain written regional reports and spreadsheets based upon the compilation and analysis of local and state government emergency management statistical and programmatic information. These may include appropriate working papers relating to the calculation of award funding allocation; tracking/status reports of grantee expenditure and reporting requirements; reports tracking and monitoring FDEM’s receipt and distribution of specified grant‑in‑aid funding awards; and various reports relating to competitive grant scoring data.
- Assist in the development and modification of contractual agreements, including individually designed scopes of work and reporting requirements. Assist in the development and revision of grantee program and financial review and monitoring criteria and of relevant administrative rules.
