Sarasota County's Planning and Development Services department is seeking an Impact Fee Administrator to lead the implementation and administration of County impact fee programs that support responsible growth and infrastructure planning. In this role, you will oversee impact and mobility fee calculations, support development review efforts, manage fee updates, and provide technical guidance on planning and development initiatives that help shape our community.

About the Position

In this role, you will:

  • Administer county impact fee programs, including determining and calculating fees for building permits and new development projects.
  • Interpret and apply impact/mobility fee ordinances, rate schedules, and land use classifications to ensure accurate fee assessments.
  • Review site development proposals and conduct inspections and research to support compliance with applicable codes and regulations.
  • Manage updates to impact fees and related ordinances, including fee studies, stakeholder engagement, and permitting system implementation.
  • Prepare and present reports on fee collections, expenditures, and capital improvement programs to County leadership and elected officials.
  • Provide technical guidance and represent the County on major initiatives, including capital improvement planning, development agreements, and transportation projects.
  • Assist residents, municipalities, and County departments by providing information and guidance related to impact fees and development requirements.
  • Coordinate advisory board meetings and participate in development review and County Commission meetings.
  • Research federal, state, and local regulations to support planning efforts, policy development, and impact fee requirements.
About the Schedule Work Hours
  • Full-time, 40 hours per week.
  • Typical Schedule:

    Monday - Friday, 8:00 a.m. to 5:00 p.m. (no weekends!)

As a reminder, all county employees are considered essential and must be prepared to protect and support the community and its citizens. Each employee, without exception, will have a duty assignment and be required to work during a disaster or declared emergency.

About You To be considered for this role, you must have the following
  • Bachelor's degree from an accredited college or university in Business, Public Administration, Planning, Land Use, Geography, Finance, or a closely aligned/related field, or a job-related field, and 3+ years of professional job-related experience.
  • OR:
    Master's degree (preferred), JD, or PhD in the fields described above can count for 1 year of related experience.
  • OR: 7+ years of professional job-related experience may substitute for the required education (depending on the type of experience).
  • Valid Florida driver's license within 30 days of hire.

Note:

30 college credits are considered equivalent to 1 year of college.

Ideal Candidate

Skills and Abilities

Please note that these are not requirements but bonuses for your consideration.

  • Professional certifications such as AICP, Professional Engineer (PE), CPA, Licensed Architect, Realtor, General Contractor, or Florida Bar membership are valued.
  • Experience with GIS mapping, building permit software, and permitting processes preferred.
  • Professional experience working with local or state government, community stakeholders, and the public.
  • Experience facilitating or presenting at public meetings, with strong written and verbal communication skills.
  • Knowledge of planning, land use, infrastructure planning, impact fees, and related local/state regulations.
  • Ability to interpret building and site plans and support development review processes.
  • Strong skills in project management, policy implementation, data analysis, and independent decision-making.
  • Proficiency with Microsoft Office and other technology systems, with the ability to learn new software as needed.
Subject to Passing Substance Screening

This position is subject to passing a pre-employment substance screening. An applicant who fails to pass a required drug screening test shall be disqualified from employment for a period of 5 years.

About Everything Else

Starting Pay Range: $71,302.40 - $90,001.60, based on experience.
