Position Overview and Responsibilities
This position serves as a senior‑level environmental professional within the Storage Tank Compliance Program and is responsible for the statewide oversight, administration, and continuous improvement of the Storage Tank Compliance Verification Contract. The incumbent provides leadership in developing performance objectives, monitoring contractor and county performance, evaluating program effectiveness, and ensuring compliance with applicable state statutes, departmental policies, contractual requirements, and auditing standards.
The role requires extensive coordination with internal and external stakeholders, including Department staff, contracted local governments, regulatory partners, and senior management, to achieve compliance goals and support the effective implementation of the Storage Tank Compliance Verification Program. The incumbent exercises considerable independent judgment in contract administration, program evaluation, technical assistance, and strategic planning to enhance environmental compliance and program performance throughout the state.
- Sets specific yearly task assignment performance metrics and goals related to increasing storage tank compliance rates statewide.
- Ensures that the Storage Tank Compliance Verification Contract is delivered, meeting all pre‑established performance parameters.
- Manages and implements duties related to the Compliance Verification Contract within the Storage Tank Compliance Section.
- Coordinates with all stakeholders to meet specific compliance rates and performance goals set by the Division or the Department’s senior management.
- Evaluates yearly task assignments and provides recommendations for improvement of services delivered by contracted counties.
- Evaluates contracted counties for performance in fulfilling Task Assignment and Contractual Terms and Conditions.
- Monitors the Tank Program performance to ensure that the implementation and management of the Storage Tank System Compliance Verification Program is performed in accordance with Chapter 376, F.S., FDEP Contract and Auditing requirements, and the Permitting and Compliance Assistance Program.
- Coordinates, assists, and reviews contractor program audits conducted by the Tanks Program contract managers.
- Coordinates with each contracted county to ensure progress is being made toward meeting specific goals related to meeting storage tank compliance metrics, task assignment goals and/or contract terms and conditions.
- Provides a quarterly report to section Administrator, Program Administrator, and Division Director on compliance rate improvement progress.
- Manages and processes contractual invoices from the compliance verification contracts.
- Manages and resolves contractual issues that arise due to the compliance verification contracts.
- Coordinates with the Department’s Inspector General Offices on the yearly evaluation of selected contracted counties.
- Provides technical assistance to the Department’s internal personnel, contracted local government personnel, and the general public on storage tank regulations and issues.
- Performs other duties as assigned by supervisor.
- Knowledge of contract management.

- Knowledge of Florida above ground and underground storage tank rules.
- Knowledge of petroleum product storage systems.
- Knowledge of workflow and data modeling and case analysis.
- Knowledge of principles of quality assurance procedures.
- Knowledge of principles of contract law.
- Skill in operation of PCs, MS Office, Word, Excel, PowerPoint and Windows Operating System.
- Ability to communicate effectively verbally and in writing.
- Ability to work with public, government officials, and co-workers.
- At least four years of verifiable related experience in engineering, environmental science, or one of the natural sciences.
