This is a senior‑level internal audit position within the Department of Health’s Office of Inspector General. The position reports to the OIG’s Director of Auditing and primarily performs complex internal audit engagements of Department contracts.
- Prepare or assist in the preparation of audit objectives, audit plans, and audit programs, gather necessary background information, review applicable regulations, conduct interviews, analyze documentation, perform financial analysis, formulate conclusions and recommendations, and prepare objective written reports and closure documentation.
- Perform audit fieldwork executing sampling, testing, reconciling, interviewing, observing, and confirming techniques as described in the audit program, and prepare audit documentation.
- Organize audit work papers, summarize pertinent facts, assist in drafting reports, respond to audit review notes, and review the work of audit staff when serving as Lead Auditor.
- Participate in exit conferences with auditees, assist in issuing draft reports for comment, revise draft reports, merge comments, issue final reports, and perform follow‑up reviews.
- Participate in enterprise‑wide audit engagements administered through the Office of the Governor and Chief Inspector General’s Office, including multi‑agency projects across multiple agencies.
- Maintain and improve professional knowledge through staff meetings, development activities, seminars, and review of reference materials.
- Perform related work as required.
- Knowledge and ability to conduct internal audits, reviews, and consulting engagements in accordance with Section 20.055, Florida Statutes, and professional auditing standards, including the International Standards for the Professional Practice of Internal Auditing (Red Book).
- Proficiency with Microsoft Word and Excel.
- Effective communication skills with management and staff at all levels.
- Strong independent and impartial attitude, self‑motivating work ethic, good organizational skills, ability to manage multiple projects simultaneously, and performance of duties free from bias or outside influence.
Minimum – A minimum of three years of experience managing contracts and/or auditing contracts with a private and/or government entity. A degree in accounting and/or business from an accredited institution may substitute for experience.
- Contract managing experience including financial analysis, compliance assessment, and on‑site reviews.
- Contract auditing experience including planning, conducting, and reporting on compliance audits, financial analysis, and assessment of controls.
- Good written, verbal, listening, logical, and analytical skills.
Preference will be given to applicants who:
- Have specialty skills in data analysis and data analytics software, performance review, process analysis, and evaluation.
- Possess professional accounting/audit related licenses or certifications.
- Can provide examples of published audit reports with findings and recommendations.
- Have experience with electronic workpaper documentation systems and cross‑referencing.
An active Florida Certified Contract Manager certification in good standing is required and must be maintained during employment.
Incumbent must obtain continuing professional trainings required to maintain the Florida Certified Contract Manager certification, along with all continuing education hours required of the Principles and Standards for Offices of Inspectors General and any other certifications held.
Active certification from at least one of the following organizations is preferred:
Florida Board of Accountancy, Institute of Internal Auditors, Association of Inspectors General, Association of Certified Fraud Examiners, or Information Systems Audit and Control Association.
