Working Title:
OPS ENVIRONMENTAL SPECIALIST III -
Environment Specialist III ) – Springs and Watershed Restoration Program, Division of Water Restoration Assistance.
The position serves as grant manager for technical projects contracted by the Department, focusing on wastewater, septic to sewer, and watershed restoration projects.
Responsibilities include:
- Provide technical assistance to governments and consultants in developing grant agreements and scopes of work.
- Maintain, manage, process, and report on the status of assigned projects from start to completion.
- Compile, facilitate, and complete internal/external evaluation, review, approvals, and processing of technical, scientific, financial, and administrative projects.
- Participate in program‑approved teams to facilitate the completion of tasks related to watershed restoration implementation.
- Develop and analyze implementation strategies to reduce pollutant loading and protect receiving waters.
- Oversee proposed, ongoing, and completed environmental springs and water projects to ensure compliance with program requirements.
- Perform additional duties such as database entry, project management, and issue tracking as assigned.
- Department contracting procedures and policies
- Water and spring systems and watershed management principles, laws, and regulations
- Professional use of Microsoft Office applications, particularly Word and Excel
- Analyze and solve problems
- Communicate effectively in writing and orally
- Work independently and as part of a team
- Prepare and critique technical documents
- Plan, organize, and prioritize work assignments for timely completion
- Establish and maintain effective working relationships with others
- Use databases and spreadsheets to analyze information and generate reports, charts, and graphs
- Evaluate and analyze data related to grant management activities
- A valid driver’s license.
- At least 4 years of verifiable related experience. Post‑secondary degrees may be substituted on a year‑for‑year basis. A credential evaluation report from an approved agency must be submitted with all foreign degrees.
- Achieve and maintain a Florida Certified Contract Manager status within 1 year from hiring.
- Bachelor’s degree in environmental, engineering, natural/social sciences, or business/finance management.
- Knowledge of wastewater and stormwater treatment practices.
- Experience in managing state agreements, contracts, and the state procurement process.
- Active and valid Florida Certified Contract Manager (FCCM) status.
- Knowledge of environmental issues and laws, especially as they relate to water and ecosystem issues in Florida.
- Excellent communication and people skills.
- Excellent organization and time‑management skills.
$25 per hour
