Duties for this position include but are not limited to: evaluating and assisting with the development and review of state and local government boating safety and manatee zone marker requests; analyzing legal descriptions, maps, ordinances, and other documents associated with the promulgation of boating restricted area rules; evaluating and assisting in compiling and analyzing data relevant to the identification of problems and the development of programs directed at solving waterway management problems.
Initiates recommendations pertinent to rule making and restricted area development, projecting needs as appropriate and tracking associated initiatives; incorporates sound scientific data and reasonable public input when formulating solutions without jeopardizing natural resources or freedom to navigate; prepares documents for state rule making and tracks progress to ensure timely submission; ensures that all agency and state procedural and publication deadlines are met.
Evaluates and assists in the coordination, development, permitting; installation and maintenance of markers for state-adopted boating safety and manatee protection restricted speed zones with local governments, state and/or federal agencies and stakeholders to ensure consistency with state law, administrative rules and federal laws and explores innovative concepts that would improve objectives.
Assists with the compilation and/or assessment of data and other documentation associated with state adopted boating and manatee restricted areas and planning, including legal descriptions, managing the FWC Marker On-Call Program and appropriately addressing non-compliant markers; prepares and maintains accurate reports and records describing activities in the assigned area of responsibility; evaluates and assists with the inventory of state-owned and/or managed waterway markers, maintenance/inspection schedules and ensures regulated areas are accurately posted pursuant to Chapters 68C‑22 and 68D‑24, Florida Administrative Code;
conducts analyses to determine the consistency of the proposed projects with state plans, programs, and objectives; reviews correspondence received concerning waterway management issues and provides timely response as per Chapter 120, Florida Statutes, and agency guidelines.
Prepares proposed position statements, as requested, as to the consistency of the proposed projects with agency programs and objectives; assists in continuing efforts to broaden partnerships regarding waterway management initiatives with local, state, and federal governments; assists in projecting cost estimates, needs and/or initiatives to promote the objectives of the Waterway Management Unit and Boating and Waterways Section; coordinates internally with other Divisions, Offices, and the Institute regarding the development of boating and manatee restricted areas;
initiates and assists in preparations for public workshops, hearings, and meetings; independently makes presentations to stakeholders and LE pertaining to waterway marker projects; represents the Division at public meetings and conferences as appropriate.
Assists the Waterway Management Unit as the FWC contract manager and construction project coordinator lead for all waterway construction projects; manages multiple contracts for construction, long and short‑term project planning, work plan development and represents FWC at stakeholder meetings on upcoming project plans; assists Planning Manager with emergency response coordination for the water management unit; works with the Planning Manager to inventory damages after a catastrophic or natural weather event and then provides the needed documentation to FEMA for reimbursement through coordination with field units;
