POSITION LOCATION: Tallahassee, FL

This position oversees workforce program policy development and training and is responsible for the direct supervision of staff engaged in developing state policies, providing training and technical assistance, writing guidance, and reviewing various documents for compliance with federal and state law, regulations, guidance and policy for Florida’s Local Workforce Development Boards (LWDBs). The unit is responsible for the following workforce programs:
Wagner-Peyser, Workforce Innovation & Opportunity Act, Reemployment Services & Eligibility Assessment, Priority Reemployment Planning, and special projects as assigned.

“Supervisory employees” are those who spend the majority of their time* communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work, and who have the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action, including all employees serving as supervisors, administrators, and directors.

Provides direct supervision of assigned staff to ensure the best use of time and resources; plans workloads, workflows, deadlines, work objectives and time utilization; motivates staff to improve the quality and quantity of work performed; evaluates employees through the establishment of evaluation criteria; meets regularly with staff to ensure objectives are met; recommends staff for hiring, promotions or disciplinary actions, as appropriate.

Leads the development of state plans, coordinates program evaluations (when necessary) as well as tracks and recommends performance measures to ensure the success of assigned programs/projects.

Coordinates responses and addresses questions received via telephone or email relating to policy interpretations or technical assistance requests from LWDBs and other internal and external stakeholders.

Establishes and maintains an on-going working relationship with partners and customers to ensure delivery of quality service with regard to workforce programs state and local planning, policy and guidance, training and technical assistance, and support system enhancements.

Evaluates and proposes enhancements to Florida’s workforce information technology systems (such as Employ Florida). Ensures recommended enhancements align with state and federal laws, regulations, guidance, and policies for the effective management of the labor exchange system and case management activities.

Coordinates the provision of information and reports to other government agencies and administrative entities. Conducts or oversees various research projects as needed or requested.

Manage Eligible Training Provider List (ETPL) module for the state’s MIS (Employ Florida).

Performs other duties as assigned.

Required Knowledge, Skills, and Abilities:
  • Knowledge of laws, statutes, guidance and regulations governing federally funded workforce development programs.
  • Knowledge of basic management principles and practices.
  • Knowledge of the methods of data collection, and analysis.
  • Ability to organize data into logical format for presentation in reports, documents, and other written materials.
  • Ability to utilize problem-solving techniques.
  • Proficient using Microsoft Word, Excel, PowerPoint and SharePoint skills.
