position overview and responsibilities:
the purchasing & contracts manager position reports directly to the director of finance. This position must have working knowledge of chapter 287 and 110, florida statute, and rules 60a and 60gg, florida administrative code.
the day-to-day responsibilities for this position include providing in-depth research and analytical support for a variety of procurement projects and drafting contract documents. This position’s responsibilities also include developing and executing procurement strategies that are designed to maximize customer satisfaction and minimize costs for government contracts.
minimum requirements:
- high school diploma or ged; associate or bachelor’s degree in business, public administration, or a related field preferred.
- two (2) years of purchasing or procurement experience in a governmental or commercial setting.
- familiarity with florida purchasing statutes and rules (especially ch. 60a-1, f.a.c.).
preferred qualifications:
- florida certified contract manager (fccm), or similar certification.
- experience working in a florida state agency or local government.
- knowledge of contract law, public sector procurement ethics, and vendor negotiation practices.
preferences:
- experience managing government procurement and contracting processes, including competitive solicitations, purchase orders, state term contracts, vendor negotiations, renewals, extensions, amendments, or contract compliance.
- experience applying florida statutes, florida administrative code, dms requirements, and state policies and procedures governing the procurement and administration of commodities and contractual services, including chapter 287, florida statutes.
