Supervisory Joint Exercise Specialist

Conditions of Employment:

Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive Information, or involvement in Top Secret Special Access Programs (SAPs) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. A favorable suitability determination is required before appointment. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.

Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Category II/Type 5/Code O. Telework: ES002 = Eligible for situational telework only, including emergency and OPM prescribed "unscheduled telework". This eligibility is separate and distinct from the employee's eligibility.

A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301.

Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the Chairman of the Joint Chiefs of Staff Joint Exercise Program (JEP), Joint Training System (JTS), and Air Force Forces (AFFOR) staff training policies, combined with the skill to apply these methodologies and joint tools (e.g., JTT) to design, develop, and execute MAJCOM, multi-CCMD, and globally integrated Command Post and Field Training Exercises (CPX/FTX) that achieve approved training objectives.

Knowledge of current military and national strategy, the National Response Framework (NRF), Joint plans, and associated strategic guidance. Knowledge of crisis response processes and command and control (C2) systems for exercise scenario development. Knowledge of Joint and Air Force command and control (C2) and operational concepts, with a particular emphasis on Homeland Defense Operations. Knowledge of operational and programmatic risk management principles to identify, assess, and mitigate challenges to mission accomplishment across multiple, concurrent exercise and training portfolios.

Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
