Human Resources Manager

The City of Odessa is expanding its HR leadership team and recruiting four key roles within the Human Resources Department: HR Manager, Benefits Manager, Risk Manager, and HRIS/Compensation Analyst.

• HR Manager – Leads daily HR operations, policy compliance, employee relations, and HR program delivery while partnering with leadership to improve processes and services.
• Benefits Manager – Oversees the City’s self-funded health and benefits programs, vendor partnerships, compliance, and plan performance to enhance employee experience.
• Risk Manager – Directs risk and safety programs, addressing liability, occupational health, and loss prevention to protect employees and City operations.
• HRIS/Compensation Analyst – Manages HRIS and compensation/classification programs, including benchmarking, pay plan maintenance, and workforce reporting.

Qualifications:

Bachelor’s degree in HR, Business, Public Administration, or a related field plus 3–5 years of relevant experience; HR certification(s). Equivalent combinations of education, experience, and certifications will be considered.

These roles work closely with executive leadership and directly support citywide workforce strategy and programs.
