This position is located in Tallahassee, FL
The Division of State Human Resource Management is seeking a highly skilled and motivated individual to lead large initiatives related to labor relations and workforce policy across the State Personnel System.
The Work You Will DoAs a State Workforce Policy Consultant, you will support collective bargaining, grievances, employee relations programs, and state‑wide HR policy development. You will collaborate with the Benefit & Talent Management Section and the Bureau of State Workforce Design and Compensation to shape workforce policy and deliver consultative services statewide.
Pay$60,000 to $65,000 annually, based on experience
Your Specific Responsibilities- Coordinate bargaining sessions, monitor negotiation activities, and craft proposals and counter‑proposals.
- Prepare documents and recommendations to support decision‑making related to negotiation strategy, policy development, and process improvements.
- Provide consultative services related to the execution of employee relations programs.
- Assist with drafting new or revised rules, statutory language, and guideline documents.
- Monitor and analyze federal and state proposed legislation and update related policies and procedures.
- Recommend enhancements to the personnel information system to ensure comprehensive, user‑friendly, and legally compliant components.
- Use data reports to identify discrepancies or compliance issues and ensure corrective action by agencies.
- Support team members on special projects, including policy implementation and presentation coordination.

Knowledge, Skills, and Abilities- In-depth knowledge of labor relations, recruitment, performance management, classification, or attendance and leave.
- Critical thinking, problem‑solving, and results orientation.
- Ability to interpret and apply Florida statutes, administrative code, and federal law.
- Self‑directed research and policy development with strong teamwork skills.
- Clear and concise written and verbal communication.
- Proficiency in MS Office and Internet research.
- Effective prioritization and handling of confidential information.
- Four years of professional HR experience or a bachelor’s degree substituting for experience on a year‑for‑year basis.
- Experience interpreting statutes, rules, and policies.
- Experience producing reports, briefings, analyses, and presentations.
- Experience analyzing data, identifying roots causes, and recommending solutions.
