Location: Treasure Island

The City of Treasure Island is seeking a Human Resources Generalist to join our team. The ideal candidate will want to be involved all aspects of Human Resources and have some background in employee benefits.

This is a highly technical position responsible for complex administrative and analytical work assignments in a fast‑paced Human Resources/Risk Management office. The incumbent requires considerable independent judgement, initiative, and tact when engaging with employees, other agencies, vendors, and the public. Work includes processing a variety of human resources and risk management transactions and maintaining department records in accordance with applicable laws and retention rules.

The incumbent must discreetly handle and protect sensitive data and is responsible for maintaining confidential information, including medical and claims data and collective bargaining proposals and strategy. This position reports to the Human Resources Director.

Responsibilities
  • Administers the initial benefits for all new hires or qualifying events; verifies proper health, dental, and vision plans.
  • Provides administration or FMLA; assists with explaining and interpreting FMLA to employees, delivers notices, and maintains confidentiality.
  • Responsible for reviewing Time and Attendance entries for compliance with timekeeping policies and processing biweekly payroll, personnel actions, merit increases, retro pay calculations, 941 taxes, FRS month end entries, and the annual compensated leave report.
  • Oversees the performance review program.
  • Identifies discrepancies for all benefits, addresses the issue(s), and ensures all numbers are accurate for corrections necessary for payroll.
  • Performs general hiring and recruitment activities, participates in interview panels, performs background and reference checks.
  • Responsible for initial steps of onboarding, offboarding, and exit interviews.
  • Answers routine employee questions concerning employee benefits, union contract and Personnel Manual procedures and policies.
  • Facilitates the Safety Committee meetings, coordinates the award program and oversees the wellness program.
  • Processes personnel and insurance transactions with accuracy, completeness and compliance with labor contracts, personnel rules, regulations and procedures and deadlines.
  • Maintains comprehensive personnel and benefit information files for applicants, current and past employees in accordance with regulatory requirements.
  • Receives, processes, and retains a variety of personnel related documents and requests ranging from routine to confidential information.
  • Assists with preparing collective bargaining proposals and collects and maintains confidential bargaining data on behalf of the City.
  • Prepares and completes workers’ compensation forms as directed and maintains accurate and appropriate related files.
  • Processes accident and incident forms and assists with maintaining the City’s Safety and Wellness Programs.
  • Coordinates random drug and alcohol screening, updates test logs, schedules testing with the testing facility.
  • Processes purchase orders, invoices, and complex accounts payable spreadsheets.
  • Responsible for the accurate and timely completion of the EEO-4 report.
  • Performs various administrative duties as assigned.
  • Must maintain confidentiality of the Human Resources Department.
Qualifications
  • Graduation from accredited college or university with a Bachelor’s degree in Human Resources, Business Administration, Public Administration, or related field.
  • Two (2) years’ experience in Human Resources. Experience with risk management and benefits is preferred.
  • An equivalent combination of education, training, and experience.
