DESCRIPTION SUMMARY

Performs executive level work managing and administering personnel programs including benefits training, employee policies, recruitment selection, labor relations and negotiations, affirmative action, EEO records, and other personnel programs. Responsibilities also include the City’s pay and classification plan, budget, and risk management.

ESSENTIAL JOB FUNCTIONS-Include, but may not be limited to:
  • Direct all Human Resources and Risk Management functions for the City.
  • Lead full-cycle recruitment and selection, including job postings, applicant screening, hiring support, and onboarding guidance.
  • Advise the City Manager on employee actions, including hires, promotions, transfers, compensation changes, leaves of absence, reclassifications, and terminations.
  • Partner with the City Manager and department leaders on employee relations, organizational development, compensation, policy interpretation, and legal compliance.
  • Administer performance management programs and coordinate employee development, mandatory training, and continuing education.
  • Oversee employee benefits administration, including health insurance, workers' compensation, leave programs, and related benefits.
  • Manage HRIS and applicant tracking systems, ensuring data integrity, reporting, and personnel records maintenance.
  • Administer compensation and classification programs, including position descriptions, salary recommendations, and classification reviews.
  • Develop, revise, and implement HR policies, procedures, and employee programs.
  • Ensure compliance with federal, state, and local employment laws, including wage and hour regulations, EEO, drug testing, workplace safety, and employee benefits.
  • Analyze HR metrics and workforce trends; prepare reports, employment contracts, salary surveys, bid proposals, performance evaluations, and other executive correspondence.
  • Resolve employee concerns by researching issues, responding to inquiries, and facilitating conflict resolution.
  • Design and implement HR initiatives, organizational processes, employee recognition programs, and safety training.
  • Develop, facilitate, and track instructor-led and online training programs.
  • Coach and mentor supervisors and employees while maintaining strict confidentiality and sound professional judgment.
  • Deliver presentations and support emergency preparedness planning, including hurricane response initiatives.
MINIMUM QUALIFICATIONS- (Knowledge, skills, and abilities):
  • Excellent verbal and written communication skills.
  • Excellent interpersonal, negotiation, and conflict resolution skills.
  • Excellent organizational skills and attention to detail.
  • Strong analytical and problem-solving skills.
  • Ability to prioritize tasks and delegate when necessary.
  • Ability to act with integrity and professionalism and maintain confidentiality.
  • Knowledge of current federal/state finance laws.
EDUCATION AND EXPERIENCE:
  • Must possess a four-year degree from an accredited college or university in the areas of Human Resource Management, Industrial Relations, Business Administration, or Psychology, or a field of applicable study. Master’s degree preferred.
  • A minimum of 5 years’ experience in a senior Human Resource position, preferably in municipal government.
  • Must have or be willing to obtain a certification in Human Resources within one year of position or eligibility to sit for the exam.
PHYSICAL CONDITIONS:
  • Perform computer work with fingers for extended periods.
  • Ability to lift 10 to 15 lbs.
  • Ability to stand and stoop to obtain files, records, and other objects.
  • Ability to sit for extended periods.
  • Ability to verbally communicate by speaking effectively.
  • Ability to see.
  • Work is performed mostly in an air conditioned/heated office location.
  • Willing to work evenings and weekends as needed.
  • Travel as needed.
