The Florida Department of Financial Services is seeking an experienced human resources and administrative operations leader to serve as our Administrative Services Manager I - SES within the Office of Information Technology. This leadership position oversees human resources administrative operations and provides guidance and direction to staff responsible for recruitment, onboarding, personnel transactions, training coordination, compliance, and workforce support. As the Administrative Services Manager I - SES, you will:
- Lead and supervise staff supporting human resources administrative operations within the Office of Information Technology.
- Provide coaching, mentoring, training, performance management, and professional development to employees.
- Oversee recruitment, onboarding, personnel transactions, and other workforce-related administrative activities to ensure timely and accurate processing.
- Provide guidance to supervisors and employees regarding human resources policies, procedures, rules, and regulatory requirements.
- Coordinate training initiatives and performance documentation to support workforce readiness, accountability, and employee development.
- Monitor daily administrative operations and ensure activities are performed efficiently and in accordance with Department policies, procedures, and applicable regulations.
- Evaluate administrative processes and workflows to identify opportunities for greater efficiency, consistency, and organizational effectiveness.
- Compile and analyze human resources operational data and prepare reports and recommendations for senior leadership.
- Support policy, compliance, audit readiness, and accountability activities by interpreting and applying applicable HR rules and state statutes.
- Serve as the primary point of contact for human resources matters within the unit and facilitate effective communication with staff, management, and external stakeholders.
- Plan, manage, and coordinate multiple initiatives while balancing competing priorities and meeting strict deadlines.
- Exercise appropriate supervisory authority and recommend or take personnel actions, as authorized.
- Support continuous improvement efforts and recommend strategic enhancements to administrative operations.
BRIEF DESCRIPTION OF DUTIES

This position spends the majority of their time planning, managing, and coordinating administrative activities within the Human Resources section of the Office of Information Technology. The position provides first-level management and is responsible for directing the work of subordinate employees, including providing performance expectations and evaluations, training and mentoring staff, monitoring work for accuracy and timeliness, and taking or recommending appropriate employment actions.
The Administrative Services Manager I - SES provides operational leadership for human resources administrative functions, including recruitment, onboarding, personnel transactions, training coordination, performance documentation, and workforce support. The incumbent ensures these activities are completed accurately, timely, and in compliance with Department policies, procedures, applicable rules, and state statutes.

This position supports senior leadership by monitoring daily operations, implementing established processes, evaluating administrative workflows, and recommending improvements that enhance efficiency and organizational effectiveness. The incumbent analyzes operational data, identifies trends and gaps, prepares reports, and provides data-driven recommendations to management.
The manager also provides guidance and support regarding the interpretation and application of human resources policies, procedures, rules, and regulatory requirements. The incumbent assists with compliance reporting, accountability reviews, and audit readiness, ensuring administrative records and processes are appropriately maintained.
As the primary point of contact for human resources matters within the unit, this position establishes and maintains effective working relationships with employees, supervisors, management, and external stakeholders. The incumbent facilitates communication, resolves operational issues, and ensures the timely completion of HR-related initiatives.
