Data Architect

Background

• The selected candidate will design and implement a data integration framework to support enterprise data assets including interfaces, enterprise applications, databases, automated processes, and reporting programs. The role will guide the transition and integration of enterprise data to unify various asset domains.
• The integration framework is anchored on three complementary components:
• Join location data with engineering datasets
• Integration backbone to orchestrate ETL pipelines, APIs, and service endpoints while enforcing data lineage, stewardship, and “collect once, use many” principles
• Blueprint to standardize data schemas
• This role ensures compatibility with cloud‑first architecture, leveraging platforms such as Azure, Snowflake, Informatica, and Postgre
  
  SQL, and includes validation of integrated data quality.

• Review existing systems to identify data silos, schema inconsistencies, and governance gaps
• Engage stakeholders to gather and document integration needs
• Analyze and verify existing data models for impacts of modern data model implementation
• Evaluate dependencies and scope of required changes
• Conduct impact analysis on reporting and application usage

• Define enterprise data architecture strategy including canonical models, APIs, and ontologies
• Map integration points across Azure, Snowflake, Informatica, and PostgreSQL
• Develop conceptual, logical, and physical data models
• Redesign data models for enterprise domains
• Ensure scalability, robustness, and best‑practice alignment
• Ensure spatial data integration with GIS systems

• Implement governance structures, metadata standards, and stewardship roles
• Design and implement data quality measures on scheduled intervals
• Collaborate with development teams to automate ETL processes
• Create metadata standards and lineage tracking

• Build ETL/ELT pipelines and real‑time streaming solutions
• Ensure consistent enterprise identifiers
• Enable data exchange across internal and external systems
• Implement orchestration using Informatica, Azure Data Factory, or Snowflake
• Design RESTful endpoints for spatial and engineering data

• Collaborate with Transportation Technology leadership
• Provide guidance on design choices, tools, and platforms
• Act as internal consultant and mentor supporting change management

• Bachelor’s or Master’s degree in Computer Science, Information Systems, or related field Work experience may substitute on a year‑for‑year basis

• 7+ years with large and complex database management systems
• 7+ years as a Data Architect or Senior Data Analyst
• 10+ years working with DBMS and data integration tools
• strong background in financial data systems
• proven ETL, data warehousing, and automation experience
• Experience with data visualization tools (Power BI, Tableau, etc.)
• Familiarity with Azure and Snowflake

• Experience with DB2
• Experience with Informatica
• Analyze and verify existing data models and interfaces
• Design and implement enterprise data models
• Enhance ETL processes and data quality measures
• Collaborate on deployment and integration
• Provide guidance on reporting and visualization best practices
• Act as liaison between technical and business stakeholders
• Mentor team members and provide technical leadership
• Align data systems with cloud‑first initiatives
• Financial and roadway systems (WPA, RCI LRS, Pavement Systems)
• Data modeling, ETL, and integration patterns
• Florida PALM or similar systems
• SQL Server, DB2, Azure, Snowflake, Informatica, PostgreSQL
• Spatial data and GIS concepts
• Data governance, security, and compliance standards
