Job Summary

Business Analyst – contract position (contract length, pay rate, and location unknown). Based in the United States.

Candidate Requirements
  • Minimum of five years of business process analysis and systems analysis.
  • Proficiency in process mapping/modeling with tools such as Visio.
  • Proficiency in Microsoft Office Suite, particularly Excel, Word, and PowerPoint.
  • Experience with Microsoft Dev Ops.
  • Knowledge of Rules 60GG-1 – 60GG-5, Florida Administrative Code (desired).
  • Knowledge of data migration.
  • Knowledge of how business requirements translate to technical requirements.
  • Knowledge of change and release management (desired).
  • Knowledge of testing and quality assurance tools and techniques.
  • Agile project experience and use of Azure Dev Ops for managing user requirements and backlogs (preferred).
  • Experience with reporting tools including Power

    BI.
Primary Duties
  • Research and understand FDOT business processes and their inter‑relationships.
  • Document and diagram business and system processes and dependencies between them.
  • Collaborate with technical and functional teams to develop technical specifications, use cases, and business rules.
  • Plan and implement testing (regression, functional, data validation, system integration, load, or performance tests) for new and existing functionality.
  • Gather and document goals and objectives related to business strategy and help document them as requirements for application, infrastructure, and development plans.
  • Assist in business process redesign and documentation to support ongoing remediation, modernization, and migration efforts.
  • Understand technical problems and solutions and suggest plans to integrate new and existing processes.
  • Identify processes for improvement, document existing processes, analyze gaps, design new processes, develop process performance measures, and plan the transition to a new process.
  • Document business cases and feasibility studies, facilitate work sessions to elicit and prioritize remediation, modernization, and migration requirements.
  • Summarize detailed data into executive‑level formats and break down aggregate information into meaningful pieces.
  • Assess and analyze demand patterns to identify trends, recurring requests, and evaluate feasibility against technical capabilities and constraints.
  • Prioritize demands by type, urgency, complexity, business impact, and strategic alignment using established scoring criteria.
  • Prepare comprehensive documentation to support funding decisions, including business cases, cost‑benefit analyses, risk assessments, and presentation materials.
Job Specific Knowledge, Skills, & Abilities
  • Perform detailed business analysis (as‑is & to‑be), process modeling, and system analysis & design using various modeling methodologies.
  • Use MS Word, PowerPoint, Excel, and Visio; CBAP or CSM highly desired.
  • Apply principles of the software development lifecycle (SDLC) and PMBOK.
  • Facilitate workshops and meetings with stakeholders.
  • Understand IT infrastructure and software development practices.
  • Leverage IT solutions and business process improvements.
  • Produce legible functional documentation capturing business processes and application inputs/outputs.
  • Work effectively with users and project teams to identify and document requirements for maintenance, enhancement, modernization, remediation, or development of computer application systems.
  • Interpret and communicate technical information related to programming and data processing.
  • Apply quality assurance and control methodologies.
  • Analyze processes and workflows to design efficient information solutions, addressing missing or duplicate functionality.
  • Develop business cases, perform data analysis, and conduct performance metrics reporting.
Additional Skills
  • Advanced skills with Microsoft products:
    SharePoint, Teams, Word, Excel, PowerPoint, Power BI, Dev Ops, and Project.
  • Document stakeholder requirements and perform duties in the absence of staff.
  • Receive and give constructive criticism while maintaining effective work relationships.
  • Adapt to changing demands in a dynamic environment with diverse work assignments.
