We are hiring for the role of Senior Business Analyst. Below are the key details:

• Support a large-scale financial systems modernization project impacting over 1,500 computing assets performing financial planning, analysis, and management functionality tied to the state's accounting system transition.

• Define impact on computing assets from implementation of standardized business process model, chart of accounts, and financial management solution; produce business process diagrams, narratives, requirements, program specifications, and technical impact analyses.
• Analyze and recommend changes to complex financial-related business processes using subject matter expertise, industry methodologies, best practices, and automated tools.
• Detail data element inputs and outputs for computing assets interfacing with financial services systems; prepare specifications for functional requirements and address dependencies.
• Oversee development of testing strategies, data scenarios, and test plans.
• Assist in business process redesign and documentation; work with functional and enterprise system support staff during technical assessments.
• Document business cases and feasibility studies; facilitate work sessions to elicit and prioritize remediation requirements.
• Translate high-level business requirements into detailed business documents and functional specifications.
• Coordinate development of project schedules, implementation plans, and documentation; present to management, customer, and technical staff.
• Assist with User Acceptance Testing and cycle testing; develop standardized desk procedures.
• Manage user stories, project backlog, and sprint backlogs; participate in SCRUM meetings including daily stand-ups, sprint planning, and sprint retrospectives.

• 5+ years in business process reengineering and documentation in a professional financial environment.
• Multiple past experiences with business process tools and successful deployment outcomes.
• Knowledge of financial management best practices translatable to transportation financial practices.
• Ability to produce complete functional documentation capturing business processes and application inputs/outputs.
• Ability to analyze and define processes and workflows to design efficient information solutions, including missing or duplicate functionality.
• Ability to work with users and project teams to identify and document requirements for maintenance, enhancement, or development of computer application systems, including technical overviews and context diagrams.
• Ability to develop and manage business and information systems technical documentation.
• Knowledge of relational database theories and concepts.
• Skill in testing complex applications and interpreting whether requirements and designs were met.
• Ability to plan, organize, coordinate, and prioritize work assignments; skill in preparing schedule estimates.
• Ability to work with Project Managers, Business Analysts, Data Analysts, and Technical Architects to build efficient, viable solutions.
• Ability to prepare complex computer program specifications, test plans, test databases, and test environments.
• Ability to interpret and communicate technical information related to computer programming and data processing, verbally and in writing.
• Advanced Microsoft Office skills:
  Word, Excel, PowerPoint, Visio.
• Experience with accounting and financial computing applications and monitoring complex interfaces with external systems.
• Knowledge of Agile Project Management methodologies and SCRUM Framework.

• SCRUM Master or Product Owner certification.
• Skill in performing QA reviews and providing valuable feedback.
• Knowledge of mainframe programming languages, computer systems, and supporting software.
• Skill in data conversion techniques, data cleansing approaches, and validating data relationships.
• Basic knowledge of Universal Modeling Language (UML) and supporting enterprise tools.

Bachelor's Degree in Computer Science, Information Systems, or financial related field and two years' professional work experience. Work experience can substitute on a year for year basis for the degree. Special consideration for Six Sigma certification or similar business analysis and engineering certifications.
