Overview
The Business Analyst/Programmer (BAP) acts as an intermediary between the Florida Department of Commerce and the Florida PALM Project Team. The BAP evaluates existing business processes, identifies opportunities for automation and efficiency improvements, develops technical solutions, redesigns business processes, documents requirements, and supports the agency's transition to the Florida PALM environment.
Role SummaryThe position combines Business Analysis, Process Improvement, Requirements Management, Data Analysis, Reporting & Analytics, System Modernization, and Stakeholder Coordination to modernize legacy MS Access and SQL Server processes and redesign workflows for Florida PALM.
Responsibilities- Analyze existing business processes, workflows, and operational procedures to identify efficiencies and improvement opportunities.
- Serve as a liaison between agency business units and the Florida PALM Project Team.
- Gather, document, and validate business and functional requirements.
- Translate business requirements into detailed functional specifications.
- Assist in redesigning and documenting business processes impacted by Florida PALM implementation.
- Identify and recommend automation opportunities to reduce manual processes.
- Support migration and modernization efforts involving Microsoft Access and SQL Server-based applications and reports.
- Develop and maintain reporting and analytics solutions utilizing SQL Server Analysis Services (SSAS), Alteryx, SharePoint, and Tableau.
- Facilitate communication among stakeholders throughout project implementation.
- Participate in readiness planning, change management, and transition activities.
- Monitor project impacts on business operations and recommend mitigation strategies.
- Prepare status reports, process documentation, requirements documents, and other project deliverables.
- Participate in project meetings, readiness workshops, and stakeholder sessions.
- Provide ongoing support for Florida PALM readiness and implementation activities.
- Knowledge and experience with Florida PALM and the Florida PALM Readiness Workplan.
- Experience with Microsoft Access, SQL Server, SQL Server Analysis Services (SSAS), Alteryx, SharePoint, and Tableau.
- Experience managing and completing complex business and technology projects.
- Experience preparing business requirements documents (BRDs), functional specifications, process maps, and workflow documentation.
- Experience working with business stakeholders and technical teams.
- Experience supporting complex enterprise-wide projects.
- Business Analysis, Requirements Gathering, Business Process Mapping, Gap Analysis.
- Data & Reporting, SQL Server, SSAS, Tableau.

- Government/ERP Experience with State government systems, ERP implementations, Florida PALM, People Soft, Oracle Financials, Workday, SAP, or similar ERP environments.
- Strong experience as a Business Analyst supporting large‑scale business or IT initiatives.
- Deep knowledge of business process analysis, requirements gathering, and process redesign methodologies.
- Proficiency with Microsoft Access, SQL Server, SSAS, SharePoint, Tableau, and Alteryx.
- Demonstrated ability to prepare comprehensive business requirements documents, functional specifications, and process documentation.
- Excellent communication skills with both business stakeholders and technical teams.
- Business Process Analysis – Identify automation opportunities and recommend process improvements.
- Business Process Redesign – Redesign processes impacted by Florida PALM and ensure alignment with new technology.
- Requirements Management – Gather, analyze, translate, and manage changes to functional specifications.
- Technical Solution Development – Evaluate technology solutions and recommend process automation opportunities.
- Data Conversion and Reporting Modernization – Modernize existing systems and reports, converting and enhancing processes with SSAS, Alteryx, SharePoint, and Tableau.
