Responsible for the procurement of subcontracts including the management of cost, schedule and performance parameters. Implement sourcing strategies, assess supplier risk (including financial) and develop mitigation plans. Develop subcontract specifications, work statements, and terms and conditions for procurement of specialized materials, equipment and/or services. Prepare bid packages, conduct bidders’ conferences, analyze and evaluate proposals, negotiate subcontract provisions, select or recommend subcontractors, write awards, and administer resulting subcontracts.
Negotiate and coordinate additions, deletions, or modifications to subcontracts. Participate with contracts administration and purchasing to develop subcontract policies and procedures. Select methods, techniques and evaluation criteria to achieve goals and objectives. May sign supplier agreements and purchase orders within established authority.
- Effectively communicate with direct manager and/or group leader, and work directly with other functions such as contracts, program office, cross‑functional peers, and cross‑functional leaders.
- Understand production, development, services, repairs and sustainment.
- Know contract types (FFP, Cost Reimbursement, T&M, CPFF, CPIF, etc.).
- Have experience with government proposals and BOEs.
- Have experience with negotiations, subcontractor management and program risk management.
- Understand technical SOWs and subcontractor specifications.
- Negotiate legal documents as required (NDA, Agreements, Terms and Conditions).
- Be responsible for award and management of subcontracts.
- Estimated travel: 10%.
- Have ability to obtain a U.S. Security Clearance.
- Bachelor’s degree and minimum 4 years of prior relevant experience. Graduate degree and a minimum of 2 years of prior related experience. In lieu of a degree, minimum of 8 years of prior related experience.
- Experience as a Cost Account Manager for Subcontracts managing budgets and sales forecasting, experience with EVMS.
- Ability to adapt to a fast‑paced, dynamic environment with ability to prioritize and multi‑task.
- Strong attention to detail and high degree of accuracy.
- Excellent communication skills, quality commitment, customer focus, strong interpersonal skills and adaptability.
