Responsibilities
  • JOB SUMMARY:

    Advanced independent management and oversight of professional engineering work in civil and architectural engineering. Oversee the planning, design, and execution including project administration, and management of both local and grant-funded capital projects at the countywide level. Assist County Departments in the professional, technical, and administrative work of managing all phases of the contractual and financial status of capital projects, including grant reimbursements and revenue reporting.

    Assist in establishing budgets, managing grants, work authorizations, and reports performance metrics on behalf of the Departments. Tracks expenditures against available funds. This is an advanced independent managerial position which is responsible for overseeing the implementation including accounting and fiscal operations of capital projects. This position reports directly to the Assistant County Manager overseeing the Capital Projects and Infrastructure Office.
  • ESSENTIAL JOB FUNCTIONS:

    Manage full life cycles of vertical and horizontal infrastructure developments, including new facility construction, water and wastewater infrastructure and major structural renewals. Works closely with the Capital Projects Superintendent in directing field operations and monitors site progress to ensure work is consistent with the approved plans and specifications. Enforce safety rules and building codes across all active work zones to eliminate occupational hazards and liability.

    Enforce contract terms, serving as the primary point of contact to resolve disputes or logistical bottlenecks between external parties. Oversee structural testing, final building inspections, systems commissioning and formal site handovers.
  • Develops and oversees multiple capital budgets for varying funding sources, including grants to prevent cost overruns. Notifies the Department Directors or designee in a timely manner of potential fiscal issues and concerns.
  • Ensures project contracts are consistent with county’s procurement policies and procedures for all local and grant funded projects in accordance with internal or grant agency policies and procedures.
  • Assists in the development of procurement materials including Invitations to Bid (ITBs), Requests for Proposals (RFPs), and Request for Qualifications (RFQs) documents.
  • Coordinates with the Grants Management and Procurement Offices to conduct pre-audit review of records by examining, verifying, and reviewing accounts, invoices, purchase orders, and grant reimbursements. This also includes development of Work and Change Orders.
  • Prepares project reports, agenda items, correspondence, and other documents for capital projects.
  • Assists in developing & monitoring all grant-funded contracts and operating projects funded locally by each county departments.
  • Assists to develop, manage, analyze, track and report key performance indicators (KPIs) for the department, including operational, capital, and industry standard practices.
  • Works closely with the Grants Management Office in tracking capital project expenditures to ensure accuracy and compliance with contract requirements, policies and procedures, in accordance with state and federal regulations.
  • Assists in the preparation and review of the yearly budget proposals for all capital projects.
  • Prepare quarterly reports for grant funded projects including status reports and expenditures, including but not limited to, grant monitoring and compliance requirements.
  • Cross trains and supervises administrative, program or clerical staff within the Capital Projects Office.
  • Coordinate with other County departments/Divisions on special projects or tasks to be completed.
  • Perform other related work as required or assigned, including administrative, fiscal or program support.
Education and Experience
