Location: Lecanto

The Utility Accounts Supervisor oversees and supervises the daily commercial and residential new construction tasks performed by staff within Utility Business Services Division. The role manages infill projects from initiation through completion, coordinates with Finance to value new county infill project assets, works with Land Division to establish assessments, manages the recovery of infill costs, and provides backup to eFinance tasks impacting the Utility Business Services and Operations divisions.

Job Responsibilities
  • Supervise, plan, and coordinate daily work tasks of assigned staff; review and evaluate employee performance and complete performance evaluations; counsel staff and initiate corrective or disciplinary action when appropriate.
  • Oversee accurate tracking of all costs and tasks related to general and Topeka infill projects.
  • Supervise the completion of commercial projects, including communicating with developers, engineers, and contractors.
  • Supervise the completion of residential new construction projects, ensuring the creation of accurate Customer Information Systems (CIS) rates, service types, service class, and service orders for proper monthly billing.
  • Supervise concurrent 365‑day mandatory connection projects consistent with administrative rules.
  • Provide backup support to analysts in code compliance cases.
  • Prepare agenda items for Board of County Commissioners (BOCC) approval.
  • Track and report connection credits consistent with BOCC approved Developer Agreements.
  • Support utility availability fee tasks within the division, including communications with Land and Geographical Information Systems (GIS).
  • Establish standard procedures to maintain new growth practices consistent with county policies, codes, and minimum standards.
  • Prepare reports from various data management systems including CIS billing, ePayments, AMI, asset management, and eFinance.
  • Validate cumulative costs associated with each infill project and ensure consistency with costs recorded in the work order management system.
  • Supervise prompt approval or denial of invoicing in eFinance consistent with county standards.
  • Manage systems and supervise staff to respond promptly and accurately to requests for outstanding utility payoffs.
  • Maintain best practices to respond promptly to requests for water and sewer availability.
  • Communicate with title companies, realtors, and investors regarding property transactions impacted by utilities.
  • Develop skills in various data management systems such as CIS billing, ePayments, AMI, and asset management to provide administrative backup support to all staff within the division.
  • Perform other duties as required.
Education, Training and Experience
  • Associate’s degree, vocational technical degree, or specialized training equivalent to satisfactory completion of two (2) years of college education. Bachelor’s degree preferred.
  • Minimum of four (4) years of experience in utilities.
  • Fund accounting background or training.
  • Project management experience preferred.
Skills and Abilities
  • Strong project management skills.
  • Ability to maintain courteous and effective relations with County staff, elected officials, community interest groups, and the public.
  • Proficient in Microsoft Office Suite of products (Outlook, Word, Excel, etc.).
Certificates and Licenses
  • Valid Florida Driver License (or valid Florida Identification Card) acceptable for positions not requiring a county vehicle.
  • Certification in FEMA National Incident Management System (NIMS) courses within 90 days:
    • IS-100.c:
      Introduction to the Incident Command System (ICS)
    • IS-200.b: ICS for Single Resources & Initial Action Incidents
    • IS-700.b: An Introduction to the National Incident Management System
    • IS-800.c: National Response Framework, an Introduction
Physical Requirements / Work Environment
  • Combination of sitting, standing, and walking.
  • Frequent lifting and carrying up to 10 pounds, occasionally up to 20 pounds.
