OPERATIONS MANAGER C-SES –

This highly responsible position reports directly to the Division Director and oversees the Health Care Innovation (HCI) Program and multiple advisory councils within the Division of Public Health Statistics and Performance Management (PHSPM). The incumbent leads the statewide Health Care Innovation Council, directs a $50 million revolving loan program, ensures statutory compliance, supervises council operations, and provides leadership for event planning, stakeholder engagement, and program implementation to improve health care delivery and access across Florida.

This position spends more than 50 % of the time on supervisory responsibilities, including communicating with, motivating, training, and evaluating employees; planning and directing work; establishing procedures and quality controls; hiring, transferring, suspending, laying off, recalling, promoting, discharging, assigning, rewarding, or disciplining subordinates; developing performance expectations; conducting performance reviews; maintaining vacation and work schedules; and completing time sheets. Supervisory staff coordinate agendas, public notices, meeting packets, minutes, travel, audio/visual and hybrid participation, and post‑meeting actions for standing and ad‑hoc councils.

Minimum Qualifications
  • Four years of professional experience in program management, policy administration, health care systems, public health, or a related field
  • Three years of supervisory experience, including responsibility for directing staff, evaluating performance, and overseeing daily operations
  • Three years of experience managing complex programs or initiatives requiring coordination across multiple stakeholders, agencies, or advisory bodies
  • Three years of experience interpreting and applying statutes, regulations, or program requirements
  • Three years of experience preparing professional reports, presentations, or briefing materials for leadership or external stakeholders
  • Three years of experience planning, coordinating, or supporting public meetings, councils, boards, or similar bodies
  • Three years of experience analyzing data, evaluating program outcomes, or conducting research to support decision making
Preferred Qualifications
  • Bachelor’s degree from an accredited college or university in public health, public administration, business administration, health policy, health services research, economics, or a related field
  • Experience with state government operations or statewide program implementation
  • Experience working with economic development organizations, small business networks, or statewide partnership initiatives
  • Experience in health care innovation, technology, workforce development, or care delivery transformation
  • Experience overseeing grant, loan, or funding programs, including application review, due diligence, and compliance monitoring
