This internal advertisement is for a SES (Selected Exempt Service) position located at Central Office in the Bureau of Population Management.
The purpose of the Correctional Program Administrator is to ensure the lawful, efficient, and orderly management of the state prison population by directing and supervising population management activities, monitoring bed space and inmate trends, supporting reentry initiatives, and maintaining compliance with regulatory requirements.
This position is not a telework position and is required to report to the FDC office in the area it serves.
Job Duties- The incumbent in this position consults with the Assistant Bureau Chief of the Bureau's Population Management Section, Bureau Chief, legal staff, and other department management staff in order to plan, direct, and coordinate the lawful, efficient and orderly management of the state prison population. The incumbent exercises independent judgment in developing or assisting the Assistant Bureau Chief and/or Bureau Chief in developing policies and procedures that have a major impact on statewide operations of the department, other law enforcement agencies and the general public.
- Directs activities within the Population Management unit, providing direction and oversight to ensure the effective management of the prison population and the reception process. This includes the scheduling of transfers to facilitate inmate health care, institutional management and security, inmate program participation, court appearances pursuant to judicial orders, and issues relating to inmate releases. Also, performs personnel-related duties for subordinate staff, including but not limited to performance evaluations, approving time sheets, assigning duties to prioritize unit workloads, and coordinating leave to ensure coverage for unit duties.
- Supervises the Population Management unit and the Reception and Youthful Offender Unit, providing direction and oversight to ensure the effective management of the prison population and the reception process. This includes the scheduling of transfers to facilitate inmate health care, institutional management and security, inmate program participation, court appearances pursuant to judicial orders, initial classification transfers, youthful offender issues and transfers, and issues relating to inmate releases.
Also, performs personnel-related duties for staff under his/her supervision, including but not limited to performance evaluations, approving time sheets, assigning duties to prioritize unit workloads, and coordinating leave to ensure coverage for unit duties. - Monitors and evaluates inmate bed space capacities system-wide, including facility profile, bed mission and special programming factors. Tracks the intake process of each reception center, in order to allocate beds for the timely and appropriate assignment of newly received inmates into the prison system. This task is crucial to the orderly and efficient management of the prison population. Independently analyzes and monitors population profile for all private correctional facilities and directs the adjustment of the population to ensure contract compliance.
This is mandatory to ensure the department and state maintain compliance with lawfully executed agreements with the private facility vendors. - Evaluates trends in the inmate population and prepares reports to facilitate planning related to bed space for housing inmates, budgeting, construction, and staffing. Monitors unit workloads in association with changing priorities to prevent unmanageable backlogs; develops recommendations to the Assistant Bureau Chief and/or Bureau Chief to insure operational efficiency and maximum productivity. Maintain on-going unit statistics and provides monthly status reports to the Assistant Bureau Chief.
